The ultimate goal of the debates is to foster the emergence of a citizen\u2019s agenda for a sustainable, just and democratic Europe, based on a new social contract of which culture and the arts are pillars. Designed as a set of stimulating conversations, the outcomes of the <em>2013 European Debates<\/em> will be recapped during CAE\u2019s annual conference towards the end of the year. The first debates will be hosted by the spring conference organized by <a href=\"http:\/\/wearemore.us4.list-manage1.com\/track\/click?u=eb99eb61bb621ccdc0b91fb83&amp;id=2124962b8a&amp;e=c4bafa15f3\" target=\"_blank\">Opera Europa and RESEO in Vienna<\/a> (on the theme of \u2018Engaging citizens in the creation process in times of social and economic instability\u2019, April 4-7) and <a href=\"http:\/\/wearemore.us4.list-manage.com\/track\/click?u=eb99eb61bb621ccdc0b91fb83&amp;id=d3acd475fe&amp;e=c4bafa15f3\" target=\"_blank\">IETM\u2019s Spring Plenary in Dublin<\/a> (as part of their \u2018Big debate: How to trust and be trusted\u2019, April 11-14).<\/p>\n<p style=\"text-align: justify;\"><strong>Advocacy advice and outcomes from Nordic campaign project now online<\/strong><br \/>\nIn 2012, <a href=\"http:\/\/wearemore.us4.list-manage.com\/track\/click?u=eb99eb61bb621ccdc0b91fb83&amp;id=5b3391a190&amp;e=c4bafa15f3\" target=\"_blank\">Intercult<\/a> and Culture Action Europe co-lead the campaign project \u2018we are more &#8211; Gathering Nordic cultural operators to joint advocacy actions\u2019 supported by the Capacity Development module of the <a href=\"http:\/\/wearemore.us4.list-manage.com\/track\/click?u=eb99eb61bb621ccdc0b91fb83&amp;id=b28b21bfe4&amp;e=c4bafa15f3\" target=\"_blank\">Nordic Council of Ministers\u2019 Art and Culture Programme<\/a>. The national leaders propose a global budget of \u20ac910bn in payments and \u20ac960 billion in commitments (equivalent of 0,95% of EU Gross National Income), which is \u20ac12 billion less than Van Rompuy\u2019s proposal in November 2012,, and much less than the European Commission\u2019s initial proposal of \u20ac1.033bn. The proposed amount represents a lower percentage of the EU GNI than the current budget for 2007-2013. It is the first time in EU history that Member State leaders agree on a lower budget compared to the previous budgetary period.<\/p>\n<p style=\"text-align: justify;\">In the Council proposal, the global amount for Heading 3, which includes funding for culture, rights, security, citizenship initiatives and consumer protection, has been increased in relation to the 2007-13 EU budget, which is an achievement, but reduced by 15% compared to the initial EC proposal. It is still too early to assess the impact of the Council proposal on the \u2018Creative Europe\u2019 programme.\u00a0 <a href=\"http:\/\/wearemore.us4.list-manage1.com\/track\/click?u=eb99eb61bb621ccdc0b91fb83&amp;id=588994dd1f&amp;e=c4bafa15f3\" target=\"_blank\">Read more<\/a><\/p>\n<p style=\"text-align: justify;\"><strong>EP rapporteurs for the structural funds defend Culture in the &#8216;Trilogue&#8217;<\/strong><br \/>\nThe ongoing inter-institutional discussions on the Cohesion package aim to reach a compromise between the positions of the European Parliament and the Council positions. The representatives of the EP in these so-called \u2018Trilogue\u2019 negotiations (that include the Chairs of relevant committees, as well as rapporteurs and shadow rapporteurs for the funds) defend the position adopted in the EP reports while the Council defend the position adopted in its <a href=\"http:\/\/wearemore.us4.list-manage1.com\/track\/click?u=eb99eb61bb621ccdc0b91fb83&amp;id=d93654debb&amp;e=c4bafa15f3\" target=\"_blank\">partial general approach<\/a>. The EP reports introduce several explicit references to culture. <a href=\"http:\/\/wearemore.us4.list-manage2.com\/track\/click?u=eb99eb61bb621ccdc0b91fb83&amp;id=ea4564c387&amp;e=c4bafa15f3\" target=\"_blank\">Read more<\/a><\/p>\n<p style=\"text-align: justify;\"><strong>Still hope for quick adoption of \u2018Creative Europe\u2019 <\/strong><br \/>\nGiven the many points in common between the <a href=\"http:\/\/wearemore.us4.list-manage.com\/track\/click?u=eb99eb61bb621ccdc0b91fb83&amp;id=13461ef5a2&amp;e=c4bafa15f3\" target=\"_blank\">EP report<\/a> and the <a href=\"http:\/\/wearemore.us4.list-manage2.com\/track\/click?u=eb99eb61bb621ccdc0b91fb83&amp;id=5c454c5fbf&amp;e=c4bafa15f3\" target=\"_blank\">Council position<\/a>, an adoption of \u2018Creative Europe\u2019 in a so-called first reading is still possible, even if the negotiations on the global budget may impact on the ongoing inter-institutional negotiations, opening the door to a possible stalemate. Ces d\u00e9bats sont anim\u00e9s \u00e0 travers l\u2019Europe par les membres de notre r\u00e9seau de promotion et de d\u00e9fense de la culture. L\u2019objectif final de ces d\u00e9bats est d\u2019encourager la mise en place d\u2019un agenda citoyen pour une Europe durable, juste et d\u00e9mocratique, bas\u00e9e sur un contrat social nouveau, dont la la culture et l\u2019art seraient des pilliers. Les \u00ab\u00a0D\u00e9bats europ\u00e9en 2013\u00a0\u00bb ont \u00e9t\u00e9 con\u00e7us comme un ensemble de conversations stimulantes, dont les conclusions seront reprises lors de la conf\u00e9rence annuelle de CAE \u00e0 la fin de l\u2019ann\u00e9e. Les premiers d\u00e9bats seront h\u00e9berg\u00e9s, au printemps, par la conf\u00e9rence organis\u00e9e par <a href=\"http:\/\/wearemore.us4.list-manage.com\/track\/click?u=eb99eb61bb621ccdc0b91fb83&amp;id=2e8f1b0d3a&amp;e=c4bafa15f3\" target=\"_blank\">Opera Europa et RESEO \u00e0 Vienne<\/a> (autour du th\u00e8me \u00ab\u00a0Engager les citoyens dans le processus cr\u00e9atif dans une p\u00e9riode d\u2019instabilit\u00e9 \u00e9conomique et sociale\u00a0\u00bb du 4 au 7 avril) et par la <a href=\"http:\/\/wearemore.us4.list-manage.com\/track\/click?u=eb99eb61bb621ccdc0b91fb83&amp;id=011d1d9993&amp;e=c4bafa15f3\" target=\"_blank\">r\u00e9union pl\u00e9ni\u00e8re de printemps de l\u2019organisation IETM \u00e0 Dublin<\/a> (dans le cadre de leur grand d\u00e9bat\u00a0sur la confiance, du 11 au 14 avril).<\/p>\n<p style=\"text-align: justify;\"><strong>Des conseils sur l\u2019art de la promotion d\u2019une cause et les conclusions de la campagne nordique sont maintenant en ligne <\/strong><br \/>\nEn 2012, <a href=\"http:\/\/wearemore.us4.list-manage.com\/track\/click?u=eb99eb61bb621ccdc0b91fb83&amp;id=a2ead17237&amp;e=c4bafa15f3\" target=\"_blank\">Intercult<\/a> et Culture Action Europe ont dirig\u00e9 ensemble le projet de la campagne \u00ab\u00a0we are more\u00a0\u2013 rassembler des acteurs culturels des pays nordiques pour des actions communes de d\u00e9fense et de promotion de la culture\u00bb, soutenu par le module \u00ab\u00a0d\u00e9veloppement des comp\u00e9tences\u00a0\u00bb du programme <a href=\"http:\/\/wearemore.us4.list-manage.com\/track\/click?u=eb99eb61bb621ccdc0b91fb83&amp;id=8d0b2e7678&amp;e=c4bafa15f3\" target=\"_blank\">du Conseil nordique des minist\u00e8res des arts et de la culture<\/a>. Le projet comprenait un atelier de lancement d\u2019activit\u00e9s de promotion d\u2019une cause, une phase d\u2019activit\u00e9s avec des actions individuelles de lobbying, la r\u00e9daction d\u2019une d\u00e9claration politique commune sign\u00e9e par plus d\u2019une centaine d\u2019organisations, une r\u00e9union d\u2019\u00e9valuation ainsi que plusieurs conf\u00e9rences communes et d\u00e9bats publics. <a href=\"http:\/\/wearemore.us4.list-manage.com\/track\/click?u=eb99eb61bb621ccdc0b91fb83&amp;id=7153bbf056&amp;e=c4bafa15f3\" target=\"_blank\">Vous trouverez plus d\u2019informations dans le manuel qui reprend des conseils pratiques de promotion et d\u00e9fense d\u2019une cause et les interviews des partenaires du projet (notez que le r\u00e9sum\u00e9 du projet est en anglais, les interviews en langues scandinaves)\u00a0!<\/a><\/p>\n<p style=\"text-align: justify;\"><strong>NOUVELLES DE BRUXELLES <\/strong><strong>\u203a\u203a\u203a<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Le long chemin vers l\u2019adoption du futur budget de l\u2019UE n\u2019est pas encore arriv\u00e9 \u00e0 terme<\/strong><br \/>\nLe 7 et 8 f\u00e9vrier dernier, les dirigeants nationaux des Etats membres de l\u2019Union sont parvenus \u00e0 un <a href=\"http:\/\/wearemore.us4.list-manage.com\/track\/click?u=eb99eb61bb621ccdc0b91fb83&amp;id=c15ecb3f28&amp;e=c4bafa15f3\" target=\"_blank\">accord politique<\/a> sur le budget europ\u00e9en pour la p\u00e9riode 2014-2020. Le budget global qui a \u00e9t\u00e9 propos\u00e9 pr\u00e9voit un montant \u00e9quivalent \u00e0 910\u20ac milliards en cr\u00e9dits<\/p>\n<p style=\"text-align: justify;\">de paiement, et 960\u20ac milliards d\u2019euros de cr\u00e9dits d\u2019engagement (ce qui \u00e9quivaut \u00e0 0,95 % du revenu national brut de l\u2019UE), soit 12 milliards d\u2019euros en moins que la proposition du pr\u00e9sident du Conseil europ\u00e9en, M. Van Rompuy, en novembre 2012 et bien moins que les 1 033 milliard d\u2019euros propos\u00e9s plus t\u00f4t par la Commission. Le montant propos\u00e9 pour 2014-2020 \u00e9quivaut aussi \u00e0 une part moins importante du RNB de l\u2019UE que le ratio pour la p\u00e9riode actuelle (2007-2013). C\u2019est la premi\u00e8re fois dans l\u2019histoire de l\u2019Union europ\u00e9enne que les chefs des Etats membres s\u2019accordent sur un budget moins important que pour la p\u00e9riode budg\u00e9taire pr\u00e9c\u00e9dente.<\/p>\n<p style=\"text-align: justify;\">Dans la proposition faite par le Conseil, le montant accord\u00e9 \u00e0 la rubrique trois, qui finance notamment la culture, les droits, la s\u00e9curit\u00e9, les initiatives citoyennes et la protection des consommateurs est plus important par rapport \u00e0 la p\u00e9riode pr\u00e9c\u00e9dente, ce qui constitue une avanc\u00e9e m\u00eame s\u2019il reste inf\u00e9rieur de 15 % \u00e0 la proposition initiale de la Commission. Le journal adopte une approche multidisciplinaire et vise \u00e0 faire le lien, dans le vaste paysage du secteur culturel, entre th\u00e9orie et pratique.<\/p>\n<p style=\"text-align: justify;\">PROJET COMIX4<br \/>\n<strong>Le projet Comix4: BD pour l\u2019\u00e9galit\u00e9<\/strong><br \/>\n<a href=\"http:\/\/wearemore.us4.list-manage.com\/track\/click?u=eb99eb61bb621ccdc0b91fb83&amp;id=7dfffd366b&amp;e=c4bafa15f3\" target=\"_blank\">COMIX4= COMICS FOR EQUALITY<\/a>, men\u00e9 par l\u2019organisation <a href=\"http:\/\/wearemore.us4.list-manage.com\/track\/click?u=eb99eb61bb621ccdc0b91fb83&amp;id=02eba26b1c&amp;e=c4bafa15f3\" target=\"_blank\">Africa e Mediterraneo<\/a>, est un projet et une comp\u00e9tition de bandes dessin\u00e9es pour l\u2019\u00e9galit\u00e9 financ\u00e9 par l\u2019Union europ\u00e9enne, s\u2019adressant aux b\u00e9d\u00e9istes issus de l\u2019immigration des 27 pays membres des pays de\u00a0l\u2019AELE et des pays candidats \u00e0 l\u2019int\u00e9gration (Croatie,\u00a0Mont\u00e9n\u00e9gro, Serbie, Mac\u00e9doine, Turquie, Albanie, Bosnie-Herz\u00e9govine, Kosovo). La comp\u00e9tition s\u2019organise en trois cat\u00e9gories : <em>Lutte contre le racisme<\/em>, <em>Histoires de migration<\/em> et <em>St\u00e9r\u00e9otypes<\/em>. Chaque auteur peut soumettre un maximum de trois B-D par cat\u00e9gorie. Six prix de 1,000\u20ac chacun seront remis dans le cadre de la comp\u00e9tition\u00a0: trois seront issus du vote du jury et trois autres de celui des internautes.
