Dear campaign supporters,<\/strong><\/p>\n

We have just published our statement on the proposal for the new EU Culture Programme called \u2018Creative Europe\u2019. In our statement, we underline the core values of funding for the arts and culture in Europe that we stand for. To us, it is extremely important that the new programme recognises the social values of arts and culture and the ways it contributes to human development. We also find it crucial that the new programme dares to take risks and allows for artists and cultural operators to experiment. <\/strong><\/p>\n

We urgently need your help to make sure that the statement gets put in the hands of all Ministers of Culture and Members of the European Parliament by as many campaign supporters as possible. Download our statement<\/a> straight away and help us show that civil society cares! <\/strong><\/p>\n

Apart from helping us advocate for changes in the \u2018Creative Europe\u2019 proposal, we also encourage you to engage with some of the interesting and ongoing debates on the urgent need for dialogue between culture and European politics<\/a> or the \u201cDecalogue for Europe of Culture\u201d that was recently signed by 22 EU Ministers of Culture. <\/strong><\/p>\n

2012 is a key decision-making year during which the EU budget 2014-2020 will be decided. EU support to culture over the next seven years is at stake and the negotiations over the first four months of the year will be crucial to the final result.<\/strong><\/p>\n

It is therefore more important than ever that we make our voices heard and address EU politicians and policy-makers across Europe with clear demands. <\/strong><\/p>\n

Campaign statement on the new EU Culture Programme \u2018Creative Europe\u2019 out now <\/strong>
\nHelp us defend a final version of the new programme that better recognises the social dimensions of arts and culture and the importance of risk taking and experimentation. The European Parliament and EU member states have the right to change whatever they want in the proposal that has been drafted by the European Commission. Therefore his is the key moment for all campaign supporters to distribute the statement as broadly as possible. Act for culture in Europe: Help collect 100.000 signatures before May 10th!<\/strong>
\nDid you know that whilst the EC proposes to cut the majority of the EU programmes in the next budget they propose to INCREASE the budget for the culture and education programmes? The EC believes that increasing the investment in culture, heritage and the arts will help get Europe back on its feet, but many Member States of the European Union oppose this increase. You can change their mind by helping us collect 100.000 signatures to the campaign manifesto<\/a> – we\u2019ll present it to all EU Ministers of Culture in Brussels on May 10th 2012.<\/strong><\/p>\n

Join a campaign action group in your country<\/strong>
\nWhile the Belgians are putting the last touch to a statement they\u2019re sending to their Ministers of Culture the Poles are busy planning a series of campaign advocacy workshops and the Danes preparing a high-level conference on Creative Europe in Herning. Check out our new section on the campaign website<\/a> that facilitates for campaign supporters to get in touch with the different national co-ordination groups and provides inspiration for those who want to set one up! <\/strong><\/p>\n

Nordic campaign project kicks off in Stockholm <\/strong>
\nOn the 26th-27th of January, 17 representatives from Nordic cultural organisations met in Stockholm for an arts advocacy training and kick-off of the project \u2018we are more<\/em> – gathering Nordic cultural operators to joint advocacy actions\u2019. The project will now continue with a series of individual and joint campaign activities during the Danish EU Presidency over Spring 2012<\/a>. The project is managed by Intercult<\/a> in collaboration with Culture Action Europe<\/a> and is supported by the Culture Programme of the Nordic Council of Ministers<\/a><\/strong>.<\/p>\n

BRUSSELS<\/strong> NEWS<\/strong> <\/strong><\/p>\n

Creative Europe \u2013 now in the hands of MEPs and Member States <\/strong>
\nNow that the European Commission<\/a> has published its proposal for Creative Europe, it is up to the European Parliament<\/a> and the Council of EU Ministers<\/a> to react. The co-decision procedure requires both parties to reach an agreement in order for the programme to be adopted. The MEP rapporteur Silvia Costa<\/a> will prepare a legislative report on behalf of the EP Culture Committee<\/a> while the Culture Affairs Committee chaired by the Danes<\/a> will try to reach a so-called partial agreement in the Council. This could in theory imply that the Council agrees on all aspects of the programme apart from the budget! Both parties should have their first positions ready by summer. The final plenary votes will take place towards the end of 2012 the earliest. <\/strong><\/p>\n

Structural funds \u2013 waiting for the new proposals and facilitating your advocacy work<\/strong>
\nThe European Commission<\/a> has already postponed the publication of the important Common Strategic Framework<\/a> several times. The Common Strategic Framework will further frame the negotiations and outline the position of culture within the future structural funds. The document is currently expected to be published end February, and as soon as it is out we will react with a statement! While waiting, we are focusing our efforts on putting together a special advocacy toolkit on the structural funds for campaign supporters that we will publish in March. <\/strong><\/p>\n

Danes aim to advance the EU budget negotiations<\/strong>
\nIf all new policies and programmes of the EU are to be operational in 2014, they should ideally be adopted by the end of this year. In order for the programmes to be adopted, the overall EU budget<\/a> has to be adopted first since it will determine the budgets of the individual programmes. In January, the EU budget 2014-2020 priorities and policy envelopes were discussed in the General Affairs Council<\/a> for the first time. Following these discussions, the Danish EU Presidency<\/a> is currently preparing a document called \u2018negotiating boxes\u2019, which describes the outstanding issues in the negotiations, as well as the main options. The first draft of the document, including the state of play for Creative Europe and the Cohesion Policy envelopes should be ready by the end of July.<\/strong><\/p>\n

ADVOCACY TOOLS <\/strong><\/p>\n

\u201cD\u00e9calogue pour l\u2019Europe de la Culture\u201d signed by 22 EU Ministers of Culture <\/strong>
\nOn 9 February, the French Minister for Culture, Frederic Mitterrand, published a statement defending the role of culture in Europe. 22 EU Ministers of Culture and the EU Commissioner for culture have signed the statement. Denmark, Netherlands, Poland, Slovakia and Sweden have not signed the statement. Stockholm conference report lists 5 key learnings when advocating for the role of culture in Europe<\/strong>
\nOn the 9th of December 2011, Intercult<\/a> and Riksteatern<\/a> organized a one-day conference that gathered the Swedish Minister of Culture, EC representatives, MEPs and over 200 national and regional politicians and civil society representatives to discuss the role of culture in the EU 2020 strategy. The report from the conference, that identifies 5 key learnings when advocating for the role of culture in Europe, is now available on the conference website<\/a> (in Swedish with summary of the learnings in English). <\/strong><\/p>\n

Warm welcome to our new Secretary General Luca Bergamo! <\/strong>
\nCulture Action Europe, on behalf of its Executive Committee, is delighted to announce the appointment of Luca Bergamo<\/a> to the post of Secretary General of the organisation. The appointment is effective as of March 1st, 2012. Luca Bergamo succeeds Ilona Kish who has served as Secretary General from 2003 to present. Culture Action Europe wishes to warmly thank Ilona Kish for the major contribution that she has made to the development of the organisation and wish her all the success in the new phase of her career. <\/strong><\/p>\n

New members<\/strong>
\nCulture Action Europe warmly welcomes its first new members in 2012, namely the theatre company Interlude t\/o<\/a> in Lille, France, Transnational Arts Production<\/a> in Oslo, Norway and the European Concert Hall Organisation<\/a> that has its secretariat in Brussels, Belgium. <\/strong><\/p>\n

Nous venons de rendre publique notre d\u00e9claration sur la proposition de la CE pour le prochain programme \u00ab\u00a0Europe Cr\u00e9ative\u00a0\u00bb. Dans notre d\u00e9claration, nous soulignons les valeurs qui sont, selon nous,\u00a0 au c\u0153ur du financement des arts et de la culture en Europe. Nous tenons \u00e0 ce que le nouveau programme reconnaisse la valeur sociale des arts et de la culture et le r\u00f4le qu\u2019ils jouent dans le d\u00e9veloppement humain. Nous pensons \u00e9galement qu\u2019il est crucial que le nouveau programme ose prendre des risques et permettent aux artistes et aux op\u00e9rateurs culturels d\u2019exp\u00e9rimenter.<\/strong><\/p>\n

Nous avons d\u00e9sesp\u00e9r\u00e9ment besoin de votre aide afin de s\u2019assurer que notre d\u00e9claration parvienne entre les mains de tous les ministres de la Cultures et de tous les membres du Parlement europ\u00e9en, et qu\u2019elle soit envoy\u00e9e de la part du plus grand nombre de supporters possible. L\u2019ann\u00e9e 2012 sera une ann\u00e9e cl\u00e9 en termes de l\u00e9gislation, puisque le budget de l\u2019UE pour la p\u00e9riode 2014-2020 sera d\u00e9cid\u00e9. Le soutien de l\u2019UE \u00e0 la culture dans les sept ann\u00e9es \u00e0 venir est en jeu et les n\u00e9gociations qui auront lieu au cours des quatre premiers mois de l\u2019ann\u00e9e seront cruciales quant aux r\u00e9sultats finaux.<\/strong><\/p>\n

Il est\u00a0 alors plus important que jamais \u00a0de faire entendre nos voix, et avec des demandes claires, aupr\u00e8s des politiciens et des d\u00e9cideurs europ\u00e9ens \u00e0 travers l\u2019Europe.<\/strong><\/p>\n

Le projet \u2018Nordic campaign\u2019 lanc\u00e9 \u00e0 Stockholm <\/strong>

NOUVELLES DE BRUXELLES <\/strong><\/p>\n

Europe Cr\u00e9ative: maintenant dans les mains des eurod\u00e9put\u00e9s et des Etats membres <\/strong>
\nLa Commission europ\u00e9enne<\/a> ayant publi\u00e9 sa proposition concernant le programme Europe Cr\u00e9ative, c\u2019est maintenant au Parlement europ\u00e9en<\/a> et au Conseil des Ministres de r\u00e9agir. La proc\u00e9dure de cod\u00e9cision exige que les deux parties atteignent un accord pour que le programme soit adopt\u00e9. Le rapporteur au PE pour cette proposition est la d\u00e9put\u00e9e Silvia Costa<\/a>, qui pr\u00e9parera un rapport au nom de la commission Culture du PE<\/a> tandis que le Comit\u00e9 des Affaires Culturelles (CAC) du Conseil de l\u2019UE, pr\u00e9sid\u00e9e par les danois<\/a>, tentera d\u2019atteindre un accord dit \u00ab\u00a0partiel\u00a0\u00bb en son sein. \u00a0Cela peut impliquer que les membres du CAC s\u2019accordent sur tous les aspects du programme sauf le budget! Chaque partie devra avoir pr\u00e9par\u00e9 sa position avant l\u2019\u00e9t\u00e9, et les votes en pl\u00e9ni\u00e8re se tiendront fin 2012 au plus t\u00f4t.<\/strong><\/p>\n

Fonds structurels: en attendant les nouvelles propositions l\u00e9gislatives, nous vous pr\u00e9parons d\u00e9j\u00e0 \u00e0 agir <\/strong>
\nLa Commission europ\u00e9enne<\/a> a d\u00e9j\u00e0 plusieurs fois repouss\u00e9 la publication du tr\u00e8s strat\u00e9gique \u00ab\u00a0Cadre Strat\u00e9gique Commun<\/a>\u00a0\u00bb. Le Cadre Strat\u00e9gique Commun va modeler les n\u00e9gociations et d\u00e9terminer la place de la culture dans les futurs fonds structurels. La publication du document est d\u00e9sormais pr\u00e9vue pour fin f\u00e9vrier, et d\u00e8s lors nous r\u00e9agirons avec une d\u00e9claration. En attendant, nous concentrons nos efforts dans la pr\u00e9paration d\u2019une bo\u00eete \u00e0 outils sp\u00e9ciale pour les fonds structurels destin\u00e9e aux supporters de la campagne, que nous publierons en mars.<\/strong><\/p>\n

Les danois souhaitent avancer sur les n\u00e9gociations du budget de l\u2019UE <\/strong>
\nPour que tous les programmes et politiques de l\u2019UE soient op\u00e9rationnels en 2014, il faudrait, id\u00e9alement, qu\u2019ils soient adopt\u00e9s \u00e0 la fin de cette ann\u00e9e. Pour ce faire, le budget g\u00e9n\u00e9ral de l\u2019UE<\/a> doit d\u2019abord \u00eatre adopt\u00e9, puisqu\u2019il d\u00e9terminera les budgets de chaque programme. En janvier, les priorit\u00e9s et les enveloppes des politiques pour le budget 2014-2020 de l\u2019UE ont \u00e9t\u00e9 discut\u00e9es pour la premi\u00e8re fois au sein du Conseil consacr\u00e9 aux Affaires G\u00e9n\u00e9rales<\/a>.\u00a0 Suite \u00e0 ces discussions, la Pr\u00e9sidence danoise<\/a> est en train de pr\u00e9parer un document appel\u00e9 \u00ab\u00a0bo\u00eete de n\u00e9gociations\u00a0\u00bb, qui d\u00e9crit les sujets cl\u00e9s \u00e0 d\u00e9battre, ainsi que les principales options possibles. La premi\u00e8re mouture de ce document, qui inclura l\u2019\u00e9tat des n\u00e9gociations concernant Europe Cr\u00e9ative et la politique de Coh\u00e9sion, devrait \u00eatre pr\u00eate en Juillet.<\/strong><\/p>\n

OUTILS DE LA CAMPAGNE<\/strong><\/p>\n

Le \u201cD\u00e9calogue pour l\u2019Europe de la Culture\u201d sign\u00e9 par 22 Ministres de la Culture de l\u2019UE<\/strong>
\nLe 9 f\u00e9vrier, le ministre fran\u00e7ais de la culture, Fr\u00e9d\u00e9ric Mitterrand, a rendu publique une d\u00e9claration commune d\u00e9fendant le r\u00f4le de la culture en Europe. Cette d\u00e9claration fut approuv\u00e9e et sign\u00e9e par la Commissaire europ\u00e9enne \u00e0 la Culture et 22 ministres de la culture de l\u2019UE. Le Danemark, les Pays-Bas, la Pologne, la Slovaquie et la Su\u00e8de n\u2019ont pas sign\u00e9 la d\u00e9claration. Le rapport de la Conf\u00e9rence de Stockholm liste 5 le\u00e7ons \u00e0 retenir pour d\u00e9fendre le r\u00f4le de la Culture en Europe <\/strong>
\nLe 9 d\u00e9cembre 2011, Intercult<\/a> et Riksteatern<\/a> ont organis\u00e9 une conf\u00e9rence r\u00e9unissant le ministre su\u00e9dois de la culture, de nombreux d\u00e9put\u00e9s europ\u00e9ens et plus de 200 hommes et femmes\u00a0 politiques nationaux et locaux, ainsi que des repr\u00e9sentants de la soci\u00e9t\u00e9 civile, pour discuter du r\u00f4le de la culture dans la strat\u00e9gie Europe 2020. Le rapport issu de la conf\u00e9rence, qui identifie les 5 le\u00e7ons \u00e0 retenir pour d\u00e9fendre le r\u00f4le de la culture en Europe, est maintenant disponible sur le site web de la conf\u00e9rence<\/a> (en su\u00e9dois, avec un r\u00e9sum\u00e9 des 5 le\u00e7ons en anglais).<\/strong><\/p>\n

Bienvenue \u00e0 Luca Bergamo, notre nouveau Secr\u00e9taire G\u00e9n\u00e9ral! <\/strong>
\nCulture Action Europe, au nom du comit\u00e9 ex\u00e9cutif, a le plaisir d\u2019annoncer la nomination de Luca Bergamo<\/a> au poste de Secr\u00e9taire G\u00e9n\u00e9ral de l\u2019organisation. Sa nomination prendra effet le 1er 2012 mars. Luca Bergamo succ\u00e8dera \u00e0 Ilona Kish qui a rempli le r\u00f4le de Secr\u00e9taire G\u00e9n\u00e9rale depuis 2003. Culture Action Europe remercie chaleureusement Ilona Kish pour sa contribution majeure au d\u00e9veloppement de l\u2019organisation et lui souhaite beaucoup de succ\u00e8s dans la nouvelle phase de sa carri\u00e8re.<\/strong><\/p>\n
