In our statement, we underline the core values of funding for the arts and culture in Europe that we stand for. To us, it is extremely important that the new programme recognises the social values of arts and culture and the ways it contributes to human development. We also find it crucial that the new programme dares to take risks and allows for artists and cultural operators to experiment. <\/strong><\/p>\n<p><strong>We urgently need your help to make sure that the statement gets put in the hands of all Ministers of Culture and Members of the European Parliament by as many campaign supporters as possible. <a href=\"http:\/\/www.wearemore.eu\/culture-programme\/\" target=\"_blank\">Download our statement<\/a> straight away and help us show that civil society cares! <\/strong><\/p>\n<p><strong>Apart from helping us advocate for changes in the \u2018Creative Europe\u2019 proposal, we also encourage you to engage with some of the interesting and ongoing debates on the <a href=\"http:\/\/www.euractiv.com\/culture\/urgent-need-dialogue-culture-european-politics-analysis-510931\" target=\"_blank\">urgent need for dialogue between culture and European politics<\/a> or the \u201cDecalogue for Europe of Culture\u201d that was recently signed by 22 EU Ministers of Culture. <\/strong><\/p>\n<p><strong>2012 is a key decision-making year during which the EU budget 2014-2020 will be decided. The European Parliament and EU member states have the right to change whatever they want in the proposal that has been drafted by the European Commission. The EC believes that increasing the investment in culture, heritage and the arts will help get Europe back on its feet, but many Member States of the European Union oppose this increase. You can change their mind by helping us collect 100.000 signatures to the <a href=\"http:\/\/www.wearemore.eu\/\" target=\"_blank\">campaign manifesto<\/a> &#8211; we\u2019ll present it to all EU Ministers of Culture in Brussels on May 10th 2012.<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Join a campaign action group in your country<\/strong><strong><br \/>\nWhile the Belgians are putting the last touch to a statement they\u2019re sending to their Ministers of Culture the Poles are busy planning a series of campaign advocacy workshops and the Danes preparing a high-level conference on Creative Europe in Herning. <a href=\"http:\/\/www.wearemore.eu\/actions-on-national-level\/\" target=\"_blank\">Check out our new section on the campaign website<\/a> that facilitates for campaign supporters to get in touch with the different national co-ordination groups and provides inspiration for those who want to set one up! <\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Nordic campaign project kicks off in Stockholm <\/strong><strong><br \/>\nOn the 26th-27th of January, 17 representatives from Nordic cultural organisations met in Stockholm for an arts advocacy training and kick-off of the project \u2018<em>we are more<\/em> &#8211; gathering Nordic cultural operators to joint advocacy actions\u2019. The project will now continue with a series of individual and joint campaign activities during <a href=\"http:\/\/um.dk\/en\/politics-and-diplomacy\/denmark-in-the-eu\/the-danish-eu-presidency-2012\/\" target=\"_blank\">the Danish EU Presidency over Spring 2012<\/a>. The project is managed by <a href=\"http:\/\/www.intercult.se\/\" target=\"_blank\">Intercult<\/a> in collaboration with <a href=\"http:\/\/www.cultureactioneurope.org\/\" target=\"_blank\">Culture Action Europe<\/a> and is supported by the <a href=\"http:\/\/www.kulturkontaktnord.org\/\" target=\"_blank\">Culture Programme of the Nordic Council of Ministers<\/a><\/strong>.<\/p>\n<p><strong>BRUSSELS<\/strong><strong> NEWS<\/strong><strong> <\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Creative Europe \u2013 now in the hands of MEPs and Member States <\/strong><strong><br \/>\nNow that the <a href=\"http:\/\/ec.europa.eu\/culture\/creative-europe\/\" target=\"_blank\">European Commission<\/a> has published its proposal for Creative Europe, it is up to the <a href=\"http:\/\/www.europarl.europa.eu\/committees\/en\/CULT\/home.html\" target=\"_blank\">European Parliament<\/a> and the <a href=\"http:\/\/www.consilium.europa.eu\/policies\/council-configurations\/education,-youth-and-culture?lang=en\" target=\"_blank\">Council of EU Ministers<\/a> to react. The co-decision procedure requires both parties to reach an agreement in order for the programme to be adopted. The MEP rapporteur <a href=\"http:\/\/www.europarl.europa.eu\/meps\/en\/96917\/Silvia_COSTA.html\" target=\"_blank\">Silvia Costa<\/a> will prepare a legislative report on behalf of the <a href=\"http:\/\/www.europarl.europa.eu\/committees\/en\/CULT\/members.html\" target=\"_blank\">EP Culture Committee<\/a> while the Culture Affairs Committee chaired by the <a href=\"http:\/\/eu2012.dk\/en\" target=\"_blank\">Danes<\/a> will try to reach a so-called partial agreement in the Council. This could in theory imply that the Council agrees on all aspects of the programme apart from the budget! Both parties should have their first positions ready by summer. The final plenary votes will take place towards the end of 2012 the earliest. <\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Structural funds \u2013 waiting for the new proposals and facilitating your advocacy work<\/strong><strong><br \/>\nThe <a href=\"http:\/\/ec.europa.eu\/regional_policy\/what\/future\/proposals_2014_2020_en.cfm\" target=\"_blank\">European Commission<\/a> has already postponed the publication of the important <a href=\"http:\/\/www.euractiv.com\/regional-policy\/sustainability-rules-future-eu-regional-funds-news-510266\" target=\"_blank\">Common Strategic Framework<\/a> several times. The Common Strategic Framework will further frame the negotiations and outline the position of culture within the future structural funds. The document is currently expected to be published end February, and as soon as it is out we will react with a statement! While waiting, we are focusing our efforts on putting together a special advocacy toolkit on the structural funds for campaign supporters that we will publish in March. <\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Danes aim to advance the EU budget negotiations<\/strong><strong><br \/>\nIf all new policies and programmes of the EU are to be operational in 2014, they should ideally be adopted by the end of this year. In order for the programmes to be adopted, the overall <a href=\"http:\/\/ec.europa.eu\/budget\/biblio\/documents\/fin_fwk1420\/fin_fwk1420_en.cfm\" target=\"_blank\">EU budget<\/a> has to be adopted first since it will determine the budgets of the individual programmes. In January, the EU budget 2014-2020 priorities and policy envelopes were discussed in the <a href=\"http:\/\/www.consilium.europa.eu\/homepage\/showfocus?lang=en&amp;focusID=79656\" target=\"_blank\">General Affairs Council<\/a> for the first time. Following these discussions, the <a href=\"http:\/\/eu2012.dk\/en\/EU-and-the-Presidency\/About-EU\/Politikomraader\/GAC\/MFF\" target=\"_blank\">Danish EU Presidency<\/a> is currently preparing a document called \u2018negotiating boxes\u2019, which describes the outstanding issues in the negotiations, as well as the main options. The first draft of the document, including the state of play for Creative Europe and the Cohesion Policy envelopes should be ready by the end of July.<\/strong><\/p>\n<p><strong>ADVOCACY TOOLS <\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>\u201cD\u00e9calogue pour l\u2019Europe de la Culture\u201d signed by 22 EU Ministers of Culture <\/strong><strong><br \/>\nOn 9 February, the French Minister for Culture, Frederic Mitterrand, published a statement defending the role of culture in Europe. 22 EU Ministers of Culture and the EU Commissioner for culture have signed the statement. Denmark, Netherlands, Poland, Slovakia and Sweden have not signed the statement. Read the statement in <a href=\"http:\/\/www.artesi.artesi-idf.com\/public\/article.tpl?id=25559\" target=\"_blank\">French<\/a> or <a href=\"http:\/\/www.scribd.com\/api_14716_phoeben102\/d\/81157875-Untitled\" target=\"_blank\">English<\/a> followed by some of the <a href=\"http:\/\/prasino.eu\/2012\/02\/11\/stand-up-for-culture-in-the-eu\/\" target=\"_blank\">reactions<\/a>, form your own opinion about the content and signing\/ non-signing of your country, join the debate and advocate for your position! <\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Stockholm conference report lists 5 key learnings when advocating for the role of culture in Europe<\/strong><strong><br \/>\nOn the 9th of December 2011, <a href=\"http:\/\/www.intercult.se\/\" target=\"_blank\">Intercult<\/a> and <a href=\"http:\/\/www.riksteatern.se\/\" target=\"_blank\">Riksteatern<\/a> organized a one-day conference that gathered the Swedish Minister of Culture, EC representatives, MEPs and over 200 national and regional politicians and civil society representatives to discuss the role of culture in the EU 2020 strategy. The report from the conference, that identifies 5 key learnings when advocating for the role of culture in Europe, is now available on the <a href=\"http:\/\/www.intercult.se\/start\/\" target=\"_blank\">conference website<\/a> (in Swedish with summary of the learnings in English). <\/strong><\/p>\n<p><strong>CULTURE ACTION EUROPE NEWS<\/strong><strong> <\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Warm welcome to our new Secretary General Luca Bergamo! <\/strong><strong><br \/>\nCulture Action Europe, on behalf of its Executive Committee, is delighted to announce the appointment of <a href=\"http:\/\/www.lucabergamo.it\/\" target=\"_blank\">Luca Bergamo<\/a> to the post of Secretary General of the organisation. The appointment is effective as of March 1st, 2012. Luca Bergamo succeeds Ilona Kish who has served as Secretary General from 2003 to present.
