The structural funds represent the biggest source of funding for culture-based initiatives at European level. The future structural funds are also negotiated on local, regional and national level in this very moment, and to help you advocate for clearer and more accessible support to culture, we have also prepared a <a href=\"http:\/\/www.wearemore.eu\/wp-content\/uploads\/2011\/08\/Campaign-toolkit-on-structural-funds_FINAL_30042012.doc\" target=\"_blank\">campaign guide<\/a> that explains the different levels of negotiations of this complex EU policy.<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Alongside the negotiations on the future structural funds, the negotiations on the future EU Culture Programme \u2018Creative Europe\u2019 have also continued to evolve over the last couple of months. On the 9-11 of May, all EU Ministers for Culture will meet in Brussels to discuss the Programme. During their meeting, that will be led by the Danish EU Presidency, the Ministers are expected to reach a preliminary agreement on the content of the new Programme (a so-called partial general approach).<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>On this occasion, we will convey the campaign message and signatures to the Ministers jointly with the broad support from all organisations that make up the Culture Action Europe membership and all individuals who have signed the manifesto \u2013 highlighting the campaign demands and its aspirations for culture in the next long-term EU budget 2014-2020.<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>The campaign will not, as you know, stop on the 10th of May 2012, but will continue until the end of the negotiations<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>of the new EU policies and programmes in 2013 \u2013 together with your dedicated support we will continue to advocate until the campaign demands are met!<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>As you will see from the news items below, March and April have been hectic months for the campaign, with activities taking place all over Europe, from Istanbul to Oslo! We are also very happy and proud that the acclaimed Italian singer <a href=\"http:\/\/www.giannanannini.com\/\" target=\"_blank\">Gianna Nannini<\/a> has become an official Campaign Ambassador. About her support to the campaign, Gianna Nannini says:<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>\u201c<em>Being part of Europe means accepting cultural differences while preserving our individuality: we are more than one country or one culture, we need to act to preserve our heritage and make our collective voice heard. The conference, that is an official part of the Danish EU Presidency programme, will gather a broad range of national and European policy- and decision-makers from Scandinavia and other EU Member States for in-depth debates on this urgent topic. Read more and register now on the <a href=\"http:\/\/www.nextstepeu.com\/#%21\" target=\"_blank\">conference website<\/a>!<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Campaign on the road to Rome, Istanbul, Lyon, Bucharest and The Hague\u2026! <\/strong><br \/>\n<strong> March and April were extremely busy months for the campaign \u2013 events across Europe included a public debate in Rome organized by <a href=\"http:\/\/www.arci.it\/\" target=\"_blank\">ARCI<\/a>, <a href=\"http:\/\/www.emc-imc.org\/\" target=\"_blank\">ECCOM<\/a>, <a href=\"http:\/\/www.giovaniartisti.it\/\" target=\"_blank\">GAI<\/a> and <a href=\"http:\/\/www.perypezyeurbane.org\/\" target=\"_blank\">Perypezye Urbane<\/a>, an advocacy workshop in Istanbul organized by the <a href=\"http:\/\/www.emc-imc.org\/\" target=\"_blank\">European Music Council<\/a>, a debate with the French Ministry of Culture in Lyon organized by <a href=\"http:\/\/www.banlieues-europe.com\/index.php?lang=fr\" target=\"_blank\">Banlieues d\u2019Europe<\/a>, a discussion in a bookshop in Bucharest organized by <a href=\"https:\/\/www.facebook.com\/metrucub\" target=\"_blank\">CubicMetre<\/a> and a stakeholders\u2019 meeting in The Hague organized by the <a href=\"http:\/\/www.eurocult.org\/\" target=\"_blank\">ECF<\/a>, <a href=\"http:\/\/www.kunsten92.nl\/\" target=\"_blank\">Kunsten \u201992<\/a> and <a href=\"http:\/\/www.mediadesknederland.eu\/\" target=\"_blank\">MEDIA Desk Nederland<\/a>. A warm thank you to all campaign supporters for these great initiatives!<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Artistic event in support of campaign in Barcelona<\/strong><br \/>\n<strong> On Friday the 4th of May, the not-for-profit cultural initiative <a href=\"http:\/\/acciocultura.wordpress.com\/\" target=\"_blank\">Acci\u00f3 Cultura<\/a> is organizing an evening of artistic events and concerts in support of the \u2018we are more\u2019 campaign at Espai Fontana in Barcelona. The programme of the evening includes everything from live graffiti, videoart and dance performances. The group behind the initiative has used crowdfunding to fundraise and they have also launched a photo competition linked to the event.<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Polish co-ordination step up their campaign engagement with new promo video<\/strong><br \/>\n<strong> The Polish campaign coordination group and their strategic partner the National Culture Centre recently produced a <a href=\"http:\/\/www.dailymotion.com\/video\/xovrop_we-are-more-wiycej-kultury_creation\" target=\"_blank\">campaign promo video<\/a>. The video shows how dull our lives would be without artistic and cultural content, and talks about the importance of acting to support strategic and long-term investments in a vibrant arts and cultural sector. The video will be broadcasted on Polish TV during the period May-June.<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Nordic campaign statement presented to Nordic Council of Culture Ministers <\/strong><br \/>\n<strong> On the occasion of the Nordic Council of Culture Ministers meeting in Oslo 26 April, more than 100 organisations signed a <a href=\"http:\/\/www.wearemore.eu\/2012\/04\/more-than-100-organisations-present-demands-to-nordic-ministers-for-culture-today\/\" target=\"_blank\">statement<\/a> presenting their demands on the next EU Culture Programme Creative Europe. The joint action, that made it to the <a href=\"http:\/\/www.wearemore.eu\/2012\/04\/campaign-action-on-swedish-radio-kulturnytt\/\" target=\"_blank\">Swedish news<\/a>, was part of the Nordic \u2018we are more\u2019 project supported by the <a href=\"http:\/\/www.kulturkontaktnord.org\/lang-en\/home\" target=\"_blank\">Nordic Culture Point<\/a>.<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Campaign computer game and easy-to-print leaflet \u2013 check out the new promo tools!<\/strong><br \/>\n<strong> Thanks to the creative campaign supporter Folmer Kelly based in Sweden, the campaign has now got its very own <a href=\"http:\/\/www.wearemore.eu\/2012\/03\/campaign-computer-game-now-online\/\" target=\"_blank\">computer game<\/a>! So far, more than 5.000 people have played the game. In order to help you with campaign promotion and advocacy actions back home, we have also produced a new easy-to-print <a href=\"http:\/\/www.wearemore.eu\/join\/\" target=\"_blank\">campaign leaflet in A4<\/a>-format that is available on the campaign website for download in colour and black &amp; white.<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>BRUSSELS NEWS \u203a\u203a\u203a<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Courageous decisions for a \u2018Creative Europe\u2019?<\/strong><br \/>\n<strong> The negotiations on the future EU Culture Programme Creative Europe are getting more and more intense. On April 23, the <a href=\"https:\/\/bvstoad.cor.europa.eu\/BrowseDocuments.aspx?type=1&amp;folder=cdr%5Ceduc-v%5Cdossiers%5Ceduc-v-020\" target=\"_blank\">Committee of the Regions<\/a> voted on its report on the Programme, giving clear recognition to our <a href=\"http:\/\/www.wearemore.eu\/culture-programme\/\" target=\"_blank\">campaign\u2019s demands<\/a>. On April 26, the <a href=\"http:\/\/www.europarl.europa.eu\/committees\/en\/cult\/home.html\" target=\"_blank\">European Parliament CULT Committee<\/a> held a public hearing on the Programme. Meanwhile, the Council, after national discussions in their countries, is finalizing their official position, which is expected to be adopted as what is known as a \u2018partial general approach\u2019 during the next EU Council of Culture Ministers meeting in Brussels 9-11 May. Rumours indicate that the Council has been working on improving the legal basis. Will the Ministers have the courage to strengthen solidarity and experimentation in the future Programme?<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Key policy document for future EU Regional Policy published <\/strong><br \/>\n<strong> This March, the European Commission finally published the <a href=\"http:\/\/ec.europa.eu\/regional_policy\/what\/future\/index_en.cfm\" target=\"_blank\">Common Strategic Framework<\/a>. Following the publication of this key policy document related to the future <a href=\"http:\/\/ec.europa.eu\/regional_policy\/what\/future\/proposals_2014_2020_en.cfm\" target=\"_blank\">EU Regional Policy<\/a> and structural funds we have further developed our campaign demands for this policy. Read our fresh statement <a href=\"http:\/\/www.wearemore.eu\/wp-content\/uploads\/2010\/12\/Statement-EU-Regional-Policy_FINAL.pdf\" target=\"_blank\">here<\/a> and advocate the relevant <a href=\"http:\/\/ec.europa.eu\/regional_policy\/manage\/authority\/authority_en.cfm\" target=\"_blank\">authorities<\/a> in your countries, regions and cities for more explicit and accessible support to culture, heritage and the arts in the EU regional policy funds! Also recently, the Culture Committee of the European Parliament presented their <a href=\"http:\/\/www.europarl.europa.eu\/sides\/getDoc.do?type=COMPARL&amp;reference=CULT-OJ-20120425-1&amp;language=EN\" target=\"_blank\">first opinions<\/a> on the EU Regional Policy. The outlook for culture in these reports is positive, and they also reflect several suggestions put forward by Culture Action Europe, but the road to adoption in plenary is still very long!<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Freeze or decrease \u2013 negotiations on the next EU budget continue <\/strong><br \/>\n<strong> This May, the <a href=\"http:\/\/eu2012.dk\/en\/NewsList\/Marts\/Uge-12\/GAC\" target=\"_blank\">Danish Presidency<\/a> is expected to prepare its report on the EU-budget 2014-2020 in order for it to serve as a basis for discussions in the European Council at the end of June. Rumours say that the Council wants to cut the global EU-budget. How would eventual cuts affect the <a href=\"http:\/\/ec.europa.eu\/budget\/library\/biblio\/documents\/fin_fwk1420\/MFF_COM-2011-500_Part_I_en.pdf\" target=\"_blank\">different polices and programmes<\/a> of the EU as Creative Europe and the EU Regional Policy? Eventual cuts could either have implications for all polices and programmers \u2013 through so-called \u2018horizontal\u2019 cuts \u2013 or be reflected in cuts of a number of chosen budget-envelopes \u2013 so-called \u2018vertical\u2019 cuts. These issues are at the core of the budget battle that should be decided under this autumn\u2019s <a href=\"http:\/\/www.cy2012eu.gov.cy\/cyppresidency\/cyppresidency.nsf\/cyp25_en\/cyp25_en?OpenDocument\" target=\"_blank\">Cypriot Presidency<\/a>, and Culture Action Europe is advocating to protect all measures related to culture from eventual cuts.<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>ADVOCACY TOOLS \u203a\u203a\u203a<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Engage in the negotiations on structural funds with new campaign guide!<\/strong><br \/>\n<strong> To help make the structural funds (part of the EU Regional Policy) understandable we have put our heads together and produced a brand new <a href=\"http:\/\/www.wearemore.eu\/wp-content\/uploads\/2011\/08\/Campaign-toolkit-on-structural-funds_FINAL_30042012.doc\" target=\"_blank\">campaign guide on the negotiations of the future structural funds 2014-2020<\/a>. Les fonds structurels repr\u00e9sentent la plus grande source de financement pour les initiatives culturelles au niveau europ\u00e9en. Les futurs fonds structurels sont aussi n\u00e9goci\u00e9s aux niveaux local, r\u00e9gional et national en ce moment m\u00eame, et afin de vous aider \u00e0 plaider pour un soutien plus clair et plus accessible \u00e0 la culture, nous avons aussi pr\u00e9par\u00e9 <a href=\"http:\/\/www.wearemore.eu\/wp-content\/uploads\/2011\/08\/Campaign-toolkit-on-structural-funds_FINAL_30042012.doc\" target=\"_blank\">un guide de la campagne<\/a> qui explique les diff\u00e9rents niveaux de n\u00e9gociations de cette politique complexe de l&#8217;UE.<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Parall\u00e8lement aux n\u00e9gociations pour les futurs fonds structurels, celles pour le futur programme Culture de l&#8217;UE, \u00ab Europe Cr\u00e9ative \u00bb, se sont poursuivies ces derniers mois. Du 9 au 11 mai, tous les ministres europ\u00e9ens de la culture se r\u00e9uniront \u00e0 Bruxelles pour discuter du programme. Lors de cette r\u00e9union, qui sera dirig\u00e9e par la pr\u00e9sidence danoise de l&#8217;UE, les ministres devraient atteindre un accord pr\u00e9liminaire sur le contenu du programme (appel\u00e9 \u00ab approche g\u00e9n\u00e9rale partielle \u00bb).<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>A cette occasion, nous pr\u00e9senterons le message de la campagne accompagn\u00e9 des signatures aux ministres, fort du soutien de toutes les organisations membres de Culture Action Europe ainsi que des individus qui ont sign\u00e9 le manifeste, en soulignant les demandes de la campagne et ses aspirations pour la culture dans le prochain budget \u00e0 long terme de l&#8217;UE pour la p\u00e9riode 2014-2020.<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>La campagne ne va pas, comme vous le savez, s&#8217;arr\u00eater le 10 mai 2012, mais va continuer jusqu&#8217;\u00e0 la fin des n\u00e9gociations et la mise en \u0153uvre des nouvelles politiques et des nouveaux programmes en 2013: gr\u00e2ce \u00e0 votre soutien nous allons continuer \u00e0 d\u00e9fendre nos demandes jusqu&#8217;\u00e0 ce que ces derni\u00e8res soient satisfaites!<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Comme vous pouvez le lire dans les articles ci dessous, mars et avril furent des mois intenses pour la campagne, avec des activit\u00e9s organis\u00e9es partout en Europe, d&#8217;Istanbul \u00e0 Oslo! Le programme de la soir\u00e9e est tr\u00e8s vari\u00e9, allant du graffiti \u00e0 l\u2019art vid\u00e9o, en passant par des spectacles de danse. Le groupe \u00e0 l\u2019origine de cette initiative a utilis\u00e9 le \u00ab crowdfunding \u00bb pour la financer et ont \u00e9galement lanc\u00e9 un concours de photographies en lien avec l\u2019\u00e9v\u00e9nement.<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Le groupe polonais de coordination va encore plus loin dans son engagement gr\u00e2ce \u00e0 une vid\u00e9o de promotion<\/strong><br \/>\n<strong> Le groupe polonais de coordination de la campagne et leur partenaire strat\u00e9gique, le Centre national de la culture, ont r\u00e9cemment produit une <a href=\"http:\/\/www.dailymotion.com\/video\/xovrop_we-are-more-wiycej-kultury_creation\" target=\"_blank\">vid\u00e9o de promotion de la campagne<\/a>. Cette vid\u00e9o montre \u00e0 quel point la vie serait fade sans contenu culturel et artistique, et parle de l\u2019importance d\u2019agir afin de soutenir des investissements strat\u00e9giques \u00e0 long terme en faveur d\u2019un secteur des arts et de la culture dynamique. Cette vid\u00e9o sera diffus\u00e9e \u00e0 la TV polonaise au mois de mai et de juin.<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>La d\u00e9claration nordique de la campagne pr\u00e9sent\u00e9e au Conseil Nordique des ministres de la Culture<\/strong><br \/>\n<strong> A l\u2019occasion de la rencontre du Conseil Nordique des ministres de la culture qui s\u2019est tenu le 26 avril \u00e0 Oslo, plus de 100 organisations ont sign\u00e9 la <a href=\"http:\/\/www.wearemore.eu\/2012\/04\/more-than-100-organisations-present-demands-to-nordic-ministers-for-culture-today\/\" target=\"_blank\">d\u00e9claration<\/a> pr\u00e9sentant leurs demandes pour le futur programme Europe Cr\u00e9ative. Cette action conjointe, qui fut relay\u00e9e dans les <a href=\"http:\/\/www.wearemore.eu\/2012\/04\/campaign-action-on-swedish-radio-kulturnytt\/\" target=\"_blank\">m\u00e9dias su\u00e9dois<\/a>, fait partie du projet we are more nordique, soutenu par le <a href=\"http:\/\/www.kulturkontaktnord.org\/lang-en\/home\" target=\"_blank\">Nordic Culture Point<\/a>.<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Jeu vid\u00e9o de la campagne et brochure pr\u00eate \u00e0 imprimer : venez d\u00e9couvrir les nouveaux outils de promotion de la campagne!<\/strong><br \/>\n<strong> Gr\u00e2ce au supporter su\u00e9dois Folmer Kelly, la campagne a maintenant son propre <a href=\"http:\/\/www.wearemore.eu\/2012\/03\/campaign-computer-game-now-online\/\" target=\"_blank\">jeu vid\u00e9o<\/a>! Jusqu\u2019\u00e0 pr\u00e9sent, 5000 personnes y ont jou\u00e9! Afin de vous aider \u00e0 promouvoir la campagne chez vous, nous avons \u00e9galement r\u00e9alis\u00e9 une nouvelle <a href=\"http:\/\/www.wearemore.eu\/join\/\" target=\"_blank\">brochure de la campagne au format A4<\/a> facile \u00e0 imprimer, t\u00e9l\u00e9chargeable sur le site internet de la campagne, en couleur ou en noir et blanc.<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong> NOUVELLES DE BRUXELLES \u203a\u203a\u203a<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>De courageuses d\u00e9cisions pour une \u201cEurope Cr\u00e9ative\u201d? <\/strong><br \/>\n<strong> Les n\u00e9gociations pour le futur programme Europe Cr\u00e9ative s\u2019intensifient. Le 23 avril, le <a href=\"http:\/\/www.wearemore.eu\/culture-programme\/\" target=\"_blank\">Comit\u00e9 des R\u00e9gions<\/a> a vot\u00e9 un rapport sur le programme qui reconnait clairement <a href=\"http:\/\/www.wearemore.eu\/culture-programme\/\" target=\"_blank\">les demandes de la campagne<\/a>. Le 26 avril, la <a href=\"http:\/\/www.europarl.europa.eu\/committees\/fr\/cult\/home.html\" target=\"_blank\">commission CULT du Parlement europ\u00e9en<\/a> organisait une s\u00e9ance publique sur le programme. Le Conseil finalise quant \u00e0 lui sa position, \u00e0 la suite des discussions ayant eu lieu au niveau national, et qui devrait \u00eatre adopt\u00e9e sous le nom d\u2019 \u00ab approche g\u00e9n\u00e9rale partielle \u00bb lors de la prochaine r\u00e9union des ministres europ\u00e9ens de la culture qui se tiendra du 9 au 11 mai prochains \u00e0 Bruxelles.<\/strong><br \/>\n<strong>Des rumeurs indiquent que le Conseil travaille \u00e0 l\u2019am\u00e9lioration de la base l\u00e9gale. Les ministres auront-ils le\u00a0<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>solidarit\u00e9 et de donner sa place \u00e0 l\u2019exp\u00e9rimentation dans le futur programme ?<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Des documents cl\u00e9s pour la prochaine politique r\u00e9gionale europ\u00e9enne publi\u00e9s <\/strong><br \/>\n<strong> En mars, la Commission europ\u00e9enne a enfin publi\u00e9 le <a href=\"http:\/\/ec.europa.eu\/regional_policy\/what\/future\/index_fr.cfm\" target=\"_blank\">Cadre Strat\u00e9gique Commun<\/a>. Suite \u00e0 la publication de ce document cl\u00e9 pour la prochaine <a href=\"http:\/\/ec.europa.eu\/regional_policy\/what\/future\/proposals_2014_2020_fr.cfm\" target=\"_blank\">politique r\u00e9gionale de l\u2019UE<\/a> et pour les fonds structurels, nous avons davantage d\u00e9velopp\u00e9 les demandes de la campagne pour cette politique. Toujours r\u00e9cemment, la commission Culture du Parlement europ\u00e9en a pr\u00e9sent\u00e9 ses <a href=\"http:\/\/www.europarl.europa.eu\/sides\/getDoc.do?pubRef=-\/\/EP\/\/TEXT+COMPARL+CULT-OJ-20120425-1+01+DOC+XML+V0\/\/FR\" target=\"_blank\">premiers projets d\u2019avis<\/a> sur la future politique r\u00e9gionale de l\u2019UE. La perspective pour la culture dans ces documents est positive, et refl\u00e8te certaines suggestions propos\u00e9es par Culture Action Europe, mais la route vers leur adoption est encore longue ! <\/strong><\/p>\n<p><strong> Geler ou couper : les n\u00e9gociations du prochain budget de l\u2019UE continuent <\/strong><br \/>\n<strong> En mai, la <a href=\"http:\/\/eu2012.dk\/fr\/NewsList\/Marts\/Uge-12\/GAC\" target=\"_blank\">Pr\u00e9sidence danoise de l\u2019UE<\/a> devrait pr\u00e9parer un rapport sur le budget de l\u2019UE 2014-2020 pour servir de base aux discussions du Conseil europ\u00e9en qui se tiendra fin juin. Les rumeurs disent que le Conseil voudrait couper le budget global de l\u2019UE. Quelles r\u00e9percussions ces \u00e9ventuelles coupes auraient-elles sur les <a href=\"http:\/\/ec.europa.eu\/budget\/library\/biblio\/documents\/fin_fwk1420\/MFF_COM-2011-500_Part_I_en.pdf\" target=\"_blank\">diff\u00e9rentes politiques et programmes<\/a> de l\u2019UE tel que Europe Cr\u00e9ative ou la politique r\u00e9gionale ? Ces coupes budg\u00e9taires pourraient se faire sentir sur tous les programmes (\u00e0 travers des coupes dites horizontales) ou se r\u00e9percuter sur un nombre choisi d\u2019enveloppes (coupes dites verticales).
