Contemporarily, all EU Member States are deciding how they want to use the next generation of EU funds for regional development in their countries, while the Heads of States continue to negotiate the next long-term EU budget at the European Summits \u2013 according to the official press release of the Council a final agreement is now expected on 13 December. To get an overview of all the important dates during autumn 2012, make sure to download the latest version of the <a href=\"http:\/\/www.wearemore.eu\/advocacy-tools\/\" rel=\"nofollow\" target=\"_blank\">campaign\u2019s political calendar<\/a> that we update on regular basis.<\/p>\n<p style=\"text-align: justify;\">On July 1st, Cyprus took over the Presidency of the Council of the European Union from Denmark. During the Danish Presidency, Culture Action Europe both had the opportunity to <a rel=\"nofollow\">convey the campaign message and all signatures in connection with the EU Ministers of Culture meeting<\/a> and to participate in a debate with several Ministers of Culture and MEPs about the role of culture in times of crisis. We now look forward to collaborate with the Cypriot Presidency, whose programme in the field of culture will include work on the public value of culture and cultural governance as well as the hosting of the 4th International Euro-Mediterranean Conference (EuroMed 2012), which will focus on \u2018Cultural Heritage &amp; Digital Libraries\u2019.<\/p>\n<p style=\"text-align: justify;\">The Culture Action Europe office will be closed for holidays between the 13th-24th of August and back after the summer holidays to co-ordinate advocacy actions targeting Ministers and MEPs during the crucial months of votes and agreements expected this autumn together with all campaign supporters.<\/p>\n<p style=\"text-align: justify;\">In the meantime, we wish you all a wonderful and sunny summer!<\/p>\n<p style=\"text-align: justify;\">Warm regards,<br \/>\nThe Culture Action Europe team.<\/p>\n<p style=\"text-align: justify;\">CAMPAIGN NEWS \u203a\u203a\u203a<\/p>\n<p style=\"text-align: justify;\">Civil society voices reached the EU Council of Culture Ministers<br \/>\nOn the occasion of the EU Council of Culture Ministers meeting in Brussels the 10-11 of May 2012, Culture Action Europe\u2019s Secretary General Mr. Luca Bergamo met with Mr. Jesper Hermansen, the Deputy Permanent Secretary of the <a href=\"http:\/\/kum.dk\/english\/\" rel=\"nofollow\" target=\"_blank\">Danish Ministry of Culture<\/a>, to convey the message of the campaign to the Presidency of the EU Council of Culture Ministers. The message and all signatures of the campaign manifesto were handed over to Mr. Hermansen in the form of a <a href=\"http:\/\/www.wearemore.eu\/wp-content\/uploads\/2010\/08\/WAM_Poster-10-May-2012_100x140cm.pdf\" rel=\"nofollow\" target=\"_blank\">poster<\/a> designed for the occasion by a team of talented emerging graphic designers. The position on Creative Europe that was later adopted by the Council takes into account many of the campaign\u2019s demands. Download the campaign statement in <a href=\"http:\/\/www.wearemore.eu\/wp-content\/uploads\/2012\/05\/CAE-reaction-to-Council-position-on-Creative-Europe_160520121.pdf\" rel=\"nofollow\" target=\"_blank\">English<\/a> and <a href=\"http:\/\/www.wearemore.eu\/wp-content\/uploads\/2012\/05\/CAE-Reaction-to-Council-position-on-Creative-Europe-16052012_FR.pdf\" rel=\"nofollow\" target=\"_blank\">French<\/a>.<\/p>\n<p style=\"text-align: justify;\">The role of culture in times of crisis debated at ministerial conference<br \/>\nOn 6 June in Brussels, <a href=\"http:\/\/www.cultureactioneurope.org\" rel=\"nofollow\" target=\"_blank\">Culture Action Europe<\/a>\u2018s Secretary General participated in a reflection panel together with the Lithuanian, Latvian and Norwegian Ministers of Culture at the Team Culture 2012 conference \u2018Realising &amp; Releasing the Potential of Culture\u2019. Team Culture 2012 is an initiative and task-force consisting of 13 cultural personalities launched by the Danish Minister of Culture to debate the role of culture in times of crisis. During the conference, apart from presenting best practice examples, the group also presented their <a href=\"http:\/\/kum.dk\/english\/Current-themes\/Team-Culture-2012\/\" rel=\"nofollow\" target=\"_blank\">manifesto<\/a>.<\/p>\n<p style=\"text-align: justify;\">BRUSSELS NEWS \u203a\u203a\u203a<\/p>\n<p style=\"text-align: justify;\">Budget negotiations 2014-2020: slow progress but target for close remains end 2012<br \/>\nDuring the 28-29 June <a href=\"http:\/\/www.consilium.europa.eu\/uedocs\/cms_data\/docs\/pressdata\/en\/ec\/131388.pdf\" rel=\"nofollow\" target=\"_blank\">European Summit<\/a>, the EU Heads of states and governments simply reiterated their national positions on the future Multiannual Financial Framework (MFF) and reconfirmed the need to <a href=\"http:\/\/www.euractiv.com\/future-eu\/eu-countries-want-shaping-europe-news-513637\" rel=\"nofollow\" target=\"_blank\">reach a political agreement<\/a> by the end of 2012. The recently published <a href=\"http:\/\/www.europarl.europa.eu\/committees\/en\/sure\/draft-reports.html#menuzone\" rel=\"nofollow\" target=\"_blank\">EP position<\/a> also merely reiterates the EP\u2019s previous opinion. Although no figures are publicly available yet, rumours say that Member States are negotiating on the basis of a substantial decrease of the proposed global budget, whereas the EP cap is still to be understood. More juicy news on the next budget, including its share for culture, is expected in October, followed by a final agreement on the MFF to be reached at the European Summit in December.<\/p>\n<p style=\"text-align: justify;\">Creative Europe negotiations: Council highlights the value of culture for societal development<br \/>\nOn the 10-11 May, the EU Council of Culture Ministers met under the Danish Presidency in Brussels to adopt its <a href=\"http:\/\/register.consilium.europa.eu\/pdf\/en\/12\/st09\/st09097.en12.pdf\" rel=\"nofollow\" target=\"_blank\">position on <em>Creative Europe<\/em><\/a>. The EU Culture Ministers highlighted the importance of equal recognition of the intrinsic and economic value of culture and addressed many of the issues <a href=\"http:\/\/www.wearemore.eu\/campaign\/\" rel=\"nofollow\" target=\"_blank\">voiced by the campaign<\/a>. Following the Council position the negotiations will now continue in the EP. The Education and Culture Committee (CULT) rapporteur <a href=\"http:\/\/www.europarl.europa.eu\/meps\/en\/96917\/Silvia_COSTA.html\" rel=\"nofollow\" target=\"_blank\">Silvia Costa<\/a> (S&amp;D, Italy) is due to present the Committee\u2019s draft report on 8 October whereas the vote in committee is scheduled for 27 November. The vote in plenary is not yet scheduled. Given the late timetable for the final work of the EP on the proposal, it is important to encourage the Parliament to do its best to reach a <a href=\"http:\/\/ec.europa.eu\/codecision\/stepbystep\/text\/index_en.htm\" rel=\"nofollow\" target=\"_blank\">1st reading agreement<\/a> in order to avoid possible delays to the start of the future programme.<\/p>\n<p style=\"text-align: justify;\">Regional Policy 2014-2020 negotiations: now it is up to your region and country!<br \/>\nIn June, the Council reached a \u201c<a href=\"http:\/\/register.consilium.europa.eu\/pdf\/en\/12\/st11\/st11027-re01.en12.pdf\" rel=\"nofollow\" target=\"_blank\">partial general approach<\/a>\u201d on the Cohesion Policy and in July the EP Committees adopted reports on the <a href=\"http:\/\/www.europarl.europa.eu\/sides\/getDoc.do?pubRef=-\/\/EP\/\/NONSGML+COMPARL+PE-487.740+03+DOC+PDF+V0\/\/EN\" rel=\"nofollow\" target=\"_blank\">common provisions for all Cohesion Policy funds<\/a>, as well as on the specific provisions for the <a href=\"http:\/\/www.europarl.europa.eu\/sides\/getDoc.do?pubRef=-\/\/EP\/\/NONSGML+COMPARL+PE-487.951+01+DOC+PDF+V0\/\/EN\" rel=\"nofollow\" target=\"_blank\">European Regional Development Fund<\/a> (ERDF) and the <a href=\"http:\/\/www.europarl.europa.eu\/sides\/getDoc.do?type=COMPARL&amp;reference=PE-486.203&amp;secondRef=01&amp;language=EN\" rel=\"nofollow\" target=\"_blank\">European Social Fund<\/a> (ESF). The EP reports include several key amendments on culture that take the CULT Committee opinions on the <a href=\"http:\/\/www.europarl.europa.eu\/sides\/getDoc.do?type=COMPARL&amp;reference=PE-485.907&amp;secondRef=01&amp;language=EN\" rel=\"nofollow\" target=\"_blank\">common provisions<\/a> and the <a href=\"http:\/\/www.europarl.europa.eu\/sides\/getDoc.do?type=COMPARL&amp;reference=PE-485.908&amp;secondRef=01&amp;language=EN\" rel=\"nofollow\" target=\"_blank\">European Social Fund<\/a> into account and also reflect several demands and amendments proposed by the campaign. The negotiations will now enter a crucial phase at national and regional level with the preparation of \u2018Partnership Agreements\u2019 by Member States and operational programmes by regional authorities. This will determine the future support to culture at national and regional level from these funds. La \u00ab\u00a0Team Culture 2012\u00a0\u00bb est un groupe de travail constitu\u00e9 de 13 personnalit\u00e9s du monde culturel, lanc\u00e9 par le ministre danois de la culture afin de d\u00e9battre du r\u00f4le de la culture en temps de crise. Lors de cette conf\u00e9rence le groupe a pr\u00e9sent\u00e9 son <a href=\"http:\/\/kum.dk\/english\/Current-themes\/Team-Culture-2012\/\" rel=\"nofollow\" target=\"_blank\">manifeste<\/a>, en plus d\u2019exemples de bonnes pratiques.<\/p>\n<p>NOUVELLES DE BRUXELLES \u203a\u203a\u203a<\/p>\n<p style=\"text-align: justify;\">N\u00e9gociations budget 2014-2020: des progr\u00e8s lents mais une conclusion toujours pr\u00e9vue pour fin 2012.<br \/>\nLors du <a href=\"http:\/\/www.consilium.europa.eu\/uedocs\/NewsWord\/fr\/ec\/131408.doc\" rel=\"nofollow\" target=\"_blank\">Conseil europ\u00e9en<\/a> du 28 et 29 juin, les chefs d\u2019Etat et de gouvernements ont simplement r\u00e9it\u00e9r\u00e9 leurs positions nationales sur le futur cadre financier pluriannuel et ont reconfirm\u00e9 le besoin d\u2019<a href=\"http:\/\/www.euractiv.com\/fr\/avenir-europe\/les-etats-membres-veulent-avoir-news-513640\" rel=\"nofollow\" target=\"_blank\">atteindre un accord politique<\/a> fin 2012. La <a href=\"http:\/\/www.europarl.europa.eu\/committees\/fr\/sure\/draft-reports.html\" rel=\"nofollow\" target=\"_blank\">position du PE<\/a> r\u00e9cemment publi\u00e9e r\u00e9it\u00e8re \u00e9galement l\u2019opinion du parlement. Bien qu\u2019aucun chiffre ne soit disponible publiquement pour l\u2019instant, des rumeurs disent que les Etats membres n\u00e9gocient sur la base d\u2019une r\u00e9duction substantielle du budget, tandis que le PE mise sur une r\u00e9duction encore ind\u00e9termin\u00e9e. Des nouvelles plus croustillantes sur le budget, notamment la part destin\u00e9e \u00e0 la culture, sont attendues pour octobre, avec l\u2019accord final sur le cadre financier pr\u00e9vu pour le Conseil europ\u00e9en de D\u00e9cembre.<\/p>\n<p style=\"text-align: justify;\">N\u00e9gociations d\u2019\u00ab\u00a0Europe Cr\u00e9ative\u00a0\u00bb: le Conseil souligne la valeur de la culture dans le d\u00e9veloppement de la soci\u00e9t\u00e9<br \/>\nLes 10 et 11 mai derniers, le Conseil europ\u00e9en des ministres de la culture s\u2019est r\u00e9unis \u00e0 Bruxelles, sous la Pr\u00e9sidence danoise, pour adopter sa <a href=\"http:\/\/register.consilium.europa.eu\/pdf\/fr\/12\/st09\/st09291.fr12.pdf\" rel=\"nofollow\" target=\"_blank\">position sur Europe Cr\u00e9ative<\/a>. Les ministres europ\u00e9ens de la culture ont soulign\u00e9 l\u2019importance d\u2019une \u00e9gale reconnaissance de la valeur intrins\u00e8que et \u00e9conomique de la culture et ont trait\u00e9 de nombreux enjeux <a href=\"http:\/\/www.wearemore.eu\/campaign\/\" rel=\"nofollow\" target=\"_blank\">soulev\u00e9s par la campagne<\/a>. Suite \u00e0 cette position du Conseil, les n\u00e9gociations vont maintenant continu\u00e9es au PE. La rapporteure de la commission Culture et Education (CULT), madame <a href=\"http:\/\/www.europarl.europa.eu\/meps\/fr\/96917\/Silvia_COSTA.html\" rel=\"nofollow\" target=\"_blank\">Silvia Costa<\/a> (S&amp;D, Italie) devrait pr\u00e9senter son rapport le 8 octobre, tandis que le vote en commission est pr\u00e9vu pour le 27 novembre. La date du vote en assembl\u00e9e pl\u00e9ni\u00e8re n\u2019est pas encore connue. Etant donn\u00e9 le calendrier tardif des travaux finaux du PE, il est important d\u2019encourager le Parlement \u00e0 faire de son mieux pour atteindre un <a href=\"http:\/\/ec.europa.eu\/codecision\/stepbystep\/text\/index_fr.htm\" rel=\"nofollow\" target=\"_blank\">accord en premi\u00e8re lecture<\/a>, afin de ne pas retarder l\u2019entr\u00e9e en vigueur du futur programme.<\/p>\n<p style=\"text-align: justify;\">N\u00e9gociations de la Politique r\u00e9gionale 2014-2020: maintenant dans les mains de vos r\u00e9gions et de votre pays!<br \/>\nEn juin, le conseil a adopt\u00e9 une \u00ab\u00a0orientation g\u00e9n\u00e9rale partielle\u00a0\u00bb sur la politique de coh\u00e9sion et en juillet, les commissions du PE ont adopt\u00e9 leurs rapports sur les <a href=\"http:\/\/www.europarl.europa.eu\/sides\/getDoc.do?type=COMPARL&amp;reference=PE-487.740&amp;secondRef=03&amp;language=FR\" rel=\"nofollow\" target=\"_blank\">dispositions communes au Fonds europ\u00e9ens<\/a>, ainsi que sur les dispositions particuli\u00e8res applicables au <a href=\"http:\/\/www.europarl.europa.eu\/sides\/getDoc.do?type=COMPARL&amp;reference=PE-487.951&amp;secondRef=01&amp;language=FR\" rel=\"nofollow\" target=\"_blank\">Fonds europ\u00e9en de d\u00e9veloppement r\u00e9gional <\/a>(FEDER) et au <a href=\"http:\/\/www.europarl.europa.eu\/sides\/getDoc.do?type=COMPARL&amp;reference=PE-486.203&amp;secondRef=01&amp;language=FR\" rel=\"nofollow\" target=\"_blank\">Fonds social europ\u00e9en<\/a> (FSE).
