Dear campaign supporters,<\/p>\n

Following the EU Ministers of Culture\u2019s opinion<\/a> about the next EU Culture Programme Creative Europe that was published in May, the negotiations now continue in the European Parliament, where the report of the Culture Committee is expected on 8 October. Contemporarily, all EU Member States are deciding how they want to use the next generation of EU funds for regional development in their countries, while the Heads of States continue to negotiate the next long-term EU budget at the European Summits \u2013 according to the official press release of the Council a final agreement is now expected on 13 December. To get an overview of all the important dates during autumn 2012, make sure to download the latest version of the campaign\u2019s political calendar<\/a> that we update on regular basis.<\/p>\n

On July 1st, Cyprus took over the Presidency of the Council of the European Union from Denmark. During the Danish Presidency, Culture Action Europe both had the opportunity to convey the campaign message and all signatures in connection with the EU Ministers of Culture meeting<\/a> and to participate in a debate with several Ministers of Culture and MEPs about the role of culture in times of crisis. We now look forward to collaborate with the Cypriot Presidency, whose programme in the field of culture will include work on the public value of culture and cultural governance as well as the hosting of the 4th International Euro-Mediterranean Conference (EuroMed 2012), which will focus on \u2018Cultural Heritage & Digital Libraries\u2019.<\/p>\n

The Culture Action Europe office will be closed for holidays between the 13th-24th of August and back after the summer holidays to co-ordinate advocacy actions targeting Ministers and MEPs during the crucial months of votes and agreements expected this autumn together with all campaign supporters.<\/p>\n

Civil society voices reached the EU Council of Culture Ministers
\nOn the occasion of the EU Council of Culture Ministers meeting in Brussels the 10-11 of May 2012, Culture Action Europe\u2019s Secretary General Mr. Luca Bergamo met with Mr. Jesper Hermansen, the Deputy Permanent Secretary of the Danish Ministry of Culture<\/a>, to convey the message of the campaign to the Presidency of the EU Council of Culture Ministers. The message and all signatures of the campaign manifesto were handed over to Mr. Hermansen in the form of a poster<\/a> designed for the occasion by a team of talented emerging graphic designers. The position on Creative Europe that was later adopted by the Council takes into account many of the campaign\u2019s demands. Download the campaign statement in English<\/a> and French<\/a>.<\/p>\n

The role of culture in times of crisis debated at ministerial conference
\nOn 6 June in Brussels, Culture Action Europe<\/a>\u2018s Secretary General participated in a reflection panel together with the Lithuanian, Latvian and Norwegian Ministers of Culture at the Team Culture 2012 conference \u2018Realising & Releasing the Potential of Culture\u2019. Team Culture 2012 is an initiative and task-force consisting of 13 cultural personalities launched by the Danish Minister of Culture to debate the role of culture in times of crisis. During the conference, apart from presenting best practice examples, the group also presented their manifesto<\/a>.<\/p>\n

BRUSSELS NEWS \u203a\u203a\u203a<\/p>\n

Budget negotiations 2014-2020: slow progress but target for close remains end 2012
\nDuring the 28-29 June European Summit<\/a>, the EU Heads of states and governments simply reiterated their national positions on the future Multiannual Financial Framework (MFF) and reconfirmed the need to reach a political agreement<\/a> by the end of 2012. The recently published EP position<\/a> also merely reiterates the EP\u2019s previous opinion. Although no figures are publicly available yet, rumours say that Member States are negotiating on the basis of a substantial decrease of the proposed global budget, whereas the EP cap is still to be understood. More juicy news on the next budget, including its share for culture, is expected in October, followed by a final agreement on the MFF to be reached at the European Summit in December.<\/p>\n

Creative Europe negotiations: Council highlights the value of culture for societal development
\nOn the 10-11 May, the EU Council of Culture Ministers met under the Danish Presidency in Brussels to adopt its position on Creative Europe<\/em><\/a>. The EU Culture Ministers highlighted the importance of equal recognition of the intrinsic and economic value of culture and addressed many of the issues voiced by the campaign<\/a>. Following the Council position the negotiations will now continue in the EP. The Education and Culture Committee (CULT) rapporteur Silvia Costa<\/a> (S&D, Italy) is due to present the Committee\u2019s draft report on 8 October whereas the vote in committee is scheduled for 27 November. The vote in plenary is not yet scheduled. Given the late timetable for the final work of the EP on the proposal, it is important to encourage the Parliament to do its best to reach a 1st reading agreement<\/a> in order to avoid possible delays to the start of the future programme.<\/p>\n

Regional Policy 2014-2020 negotiations: now it is up to your region and country!
\nIn June, the Council reached a \u201cpartial general approach<\/a>\u201d on the Cohesion Policy and in July the EP Committees adopted reports on the common provisions for all Cohesion Policy funds<\/a>, as well as on the specific provisions for the European Regional Development Fund<\/a> (ERDF) and the European Social Fund<\/a> (ESF). The EP reports include several key amendments on culture that take the CULT Committee opinions on the common provisions<\/a> and the European Social Fund<\/a> into account and also reflect several demands and amendments proposed by the campaign. The negotiations will now enter a crucial phase at national and regional level with the preparation of \u2018Partnership Agreements\u2019 by Member States and operational programmes by regional authorities. This will determine the future support to culture at national and regional level from these funds. \u00c0 la suite de la publication en mai de la position des ministres europ\u00e9ens de la culture<\/a> sur le prochain programme culture de l\u2019UE, Europe Cr\u00e9ative, les n\u00e9gociations vont maintenant continuer au parlement europ\u00e9en, o\u00f9 le rapport de la commission Culture est attendu pour le 8 octobre. Dans le m\u00eame temps, tous les Etats membres sont en train de d\u00e9cider de quelle fa\u00e7on ils souhaitent utiliser la prochaine g\u00e9n\u00e9ration de fonds r\u00e9gionaux europ\u00e9ens pour le d\u00e9veloppement r\u00e9gional dans leur pays, tandis que les chefs d\u2019Etat et de gouvernements continuent de n\u00e9gocier le prochain budget \u00e0 long terme de l\u2019UE lors des Conseils europ\u00e9ens. Selon les communications officielles \u00e0 la presse du Conseil, un accord final est pr\u00e9vu pour le 13 d\u00e9cembre. Pour obtenir un aper\u00e7u des dates les plus importantes de l\u2019automne 2012, v\u00e9rifiez que vous avez t\u00e9l\u00e9charg\u00e9 la derni\u00e8re version du calendrier politique de la campagne<\/a> que nous mettons r\u00e9guli\u00e8rement \u00e0 jour.<\/p>\n

Le 1er juillet, Chypre a entam\u00e9 sa pr\u00e9sidence du conseil de l\u2019UE, succ\u00e9dant au Danemark. Durant la pr\u00e9sidence danoise, Culture Action Europe a eu l\u2019opportunit\u00e9 de pr\u00e9senter le message de la campagne ainsi que ses signatures lors de la r\u00e9union des ministres europ\u00e9ens de la culture<\/a> et de participer \u00e0 un d\u00e9bat sur le r\u00f4le de la culture en temps de crise, au c\u00f4t\u00e9 de nombreux ministres de la culture et d\u2019eurod\u00e9put\u00e9s. Nous sommes impatients de collaborer avec la pr\u00e9sidence chypriote, dont le programme dans le champ de la culture comprendra un travail autour de la valeur publique de la culture et la gouvernance culturelle, ainsi que l\u2019organisation de la 4e Conf\u00e9rence Euro-m\u00e9diterran\u00e9enne (EuroMed 2012) qui s\u2019int\u00e9ressera au \u00ab\u00a0Patrimoine Culturel et Biblioth\u00e8ques Num\u00e9riques\u00a0\u00bb.<\/p>\n

Le bureau de Culture Action Europe sera ferm\u00e9 du 13 au 24 aout et l\u2019\u00e9quipe sera de retour apr\u00e8s les vacances d\u2019\u00e9t\u00e9 afin de coordonner les actions de lobbying ciblant les ministres et les d\u00e9put\u00e9s europ\u00e9ens durant ces mois cruciaux de votes et d\u2019accords attendus cet automne, avec l\u2019aide des supporters de la campagne.<\/p>\n

Les voix de la soci\u00e9t\u00e9 civile se font entendre aupr\u00e8s du Conseil europ\u00e9en des ministres de la culture
\nA l\u2019occasion du Conseil europ\u00e9en des ministres de la culture qui s\u2019est tenu \u00e0 Bruxelles les 10 et 11 mai 2012, le secr\u00e9taire g\u00e9n\u00e9ral de Culture Action Europe, Luca Bergamo, a rencontr\u00e9 Mr Jesper Hermansen, secr\u00e9taire permanent du Minist\u00e8re danois de la Culture<\/a>, afin de lui pr\u00e9senter le message de la campagne \u00e0 l\u2019adresse de la Pr\u00e9sidence du Conseil europ\u00e9en des ministres de la culture. Le r\u00f4le de la culture en temps de crise d\u00e9battu lors d\u2019une conf\u00e9rence minist\u00e9rielle
\nLe 6 juin, le secr\u00e9taire g\u00e9n\u00e9ral de Culture Action Europe<\/a> a particip\u00e9 \u00e0 un panel de r\u00e9flexion au c\u00f4t\u00e9 de ministres de la culture lettons, lituaniens et norv\u00e9giens lors de la conf\u00e9rence de la \u00ab\u00a0Team Culture\u00a02012\u00bb intitul\u00e9e \u00ab\u00a0R\u00e9aliser et lib\u00e9rer le potentiel de la culture\u00a0\u00bb. La \u00ab\u00a0Team Culture 2012\u00a0\u00bb est un groupe de travail constitu\u00e9 de 13 personnalit\u00e9s du monde culturel, lanc\u00e9 par le ministre danois de la culture afin de d\u00e9battre du r\u00f4le de la culture en temps de crise. Lors de cette conf\u00e9rence le groupe a pr\u00e9sent\u00e9 son manifeste<\/a>, en plus d\u2019exemples de bonnes pratiques.<\/p>\n

NOUVELLES DE BRUXELLES \u203a\u203a\u203a<\/p>\n

N\u00e9gociations budget 2014-2020: des progr\u00e8s lents mais une conclusion toujours pr\u00e9vue pour fin 2012.
\nLors du Conseil europ\u00e9en<\/a> du 28 et 29 juin, les chefs d\u2019Etat et de gouvernements ont simplement r\u00e9it\u00e9r\u00e9 leurs positions nationales sur le futur cadre financier pluriannuel et ont reconfirm\u00e9 le besoin d\u2019atteindre un accord politique<\/a> fin 2012. La position du PE<\/a> r\u00e9cemment publi\u00e9e r\u00e9it\u00e8re \u00e9galement l\u2019opinion du parlement. Bien qu\u2019aucun chiffre ne soit disponible publiquement pour l\u2019instant, des rumeurs disent que les Etats membres n\u00e9gocient sur la base d\u2019une r\u00e9duction substantielle du budget, tandis que le PE mise sur une r\u00e9duction encore ind\u00e9termin\u00e9e. Des nouvelles plus croustillantes sur le budget, notamment la part destin\u00e9e \u00e0 la culture, sont attendues pour octobre, avec l\u2019accord final sur le cadre financier pr\u00e9vu pour le Conseil europ\u00e9en de D\u00e9cembre.<\/p>\n

N\u00e9gociations d\u2019\u00ab\u00a0Europe Cr\u00e9ative\u00a0\u00bb: le Conseil souligne la valeur de la culture dans le d\u00e9veloppement de la soci\u00e9t\u00e9
\nLes 10 et 11 mai derniers, le Conseil europ\u00e9en des ministres de la culture s\u2019est r\u00e9unis \u00e0 Bruxelles, sous la Pr\u00e9sidence danoise, pour adopter sa position sur Europe Cr\u00e9ative<\/a>. Les ministres europ\u00e9ens de la culture ont soulign\u00e9 l\u2019importance d\u2019une \u00e9gale reconnaissance de la valeur intrins\u00e8que et \u00e9conomique de la culture et ont trait\u00e9 de nombreux enjeux soulev\u00e9s par la campagne<\/a>. Suite \u00e0 cette position du Conseil, les n\u00e9gociations vont maintenant continu\u00e9es au PE. La rapporteure de la commission Culture et Education (CULT), madame Silvia Costa<\/a> (S&D, Italie) devrait pr\u00e9senter son rapport le 8 octobre, tandis que le vote en commission est pr\u00e9vu pour le 27 novembre. La date du vote en assembl\u00e9e pl\u00e9ni\u00e8re n\u2019est pas encore connue. Etant donn\u00e9 le calendrier tardif des travaux finaux du PE, il est important d\u2019encourager le Parlement \u00e0 faire de son mieux pour atteindre un accord en premi\u00e8re lecture<\/a>, afin de ne pas retarder l\u2019entr\u00e9e en vigueur du futur programme.<\/p>\n

N\u00e9gociations de la Politique r\u00e9gionale 2014-2020: maintenant dans les mains de vos r\u00e9gions et de votre pays!
\nEn juin, le conseil a adopt\u00e9 une \u00ab\u00a0orientation g\u00e9n\u00e9rale partielle\u00a0\u00bb sur la politique de coh\u00e9sion et en juillet, les commissions du PE ont adopt\u00e9 leurs rapports sur les dispositions communes au Fonds europ\u00e9ens<\/a>, ainsi que sur les dispositions particuli\u00e8res applicables au Fonds europ\u00e9en de d\u00e9veloppement r\u00e9gional <\/a>(FEDER) et au Fonds social europ\u00e9en<\/a> (FSE). Les rapports du PE incluent des amendements cl\u00e9s sur la culture qui prennent en compte les projets d\u2019avis de la commission CULT sur les dispositions communes<\/a> et le Fond social europ\u00e9en<\/a> et refl\u00e8tent aussi plusieurs demandes d\u2019amendements d\u00e9velopp\u00e9s par la campagne. Les n\u00e9gociations vont maintenant entrer dans une phase cruciale au niveau national et r\u00e9gional avec la pr\u00e9paration des \u00ab\u00a0Accords de Partenariats\u00a0\u00bb par les Etats membres et des programmes op\u00e9rationnels par les autorit\u00e9s r\u00e9gionales. Ces documents vont d\u00e9terminer le soutien \u00e0 la culture \u00e0 travers ces fonds.
