Just giving voice to the demands of the arts and culture sector will not achieve to promote societies that treasure culture.<\/p>\n<p style=\"text-align: justify;\">Instead, let\u2019s ask ourselves: what we can do for the European project, in what ways can we be useful? And then: engage to do it! With the call \u2018Act for culture, act for Europe\u2019 we warmly welcome you to join us in Brussels the 9-11 of November for our international conference that will gather operators, activists and campaigners as well as leading figures of the European institutions. During the conference we will work together and initiate a Europe-wide movement for culture as a necessary element of any strategy for sustainable societies. More speakers will soon be announced on the <a href=\"http:\/\/www.cultureactioneuropeconference.eu\" rel=\"nofollow\" target=\"_blank\">conference website<\/a>, reserve your place now by <a href=\"http:\/\/www.cultureactioneuropeconference.eu\/online-registration\" rel=\"nofollow\" target=\"_blank\">registering online<\/a>!<\/p>\n<p style=\"text-align: justify;\">The impact of independent culture on politics debated at TEH Meeting<br \/>\nOn the 27th-30th of September, Culture Action Europe participated in the biannual meeting of its member <a href=\"http:\/\/www.teh.net\" rel=\"nofollow\" target=\"_blank\">Trans Europe Halles<\/a> (TEH) in Gothenburg, Sweden. During the meeting, 180 participants from 28 countries met to discuss the impact of independent culture on politics and society around the theme \u2018Bottom up!\u2019. Apart from advocacy workshops based on the tools developed for the campaign, the programme also included a presentation of the ongoing, Nordic \u2018we are more \u2013 act for culture in Europe\u2019 project by the project leader <a href=\"http:\/\/www.intercult.se\" rel=\"nofollow\" target=\"_blank\">Intercult<\/a>.<\/p>\n<p style=\"text-align: justify;\">Culture Action Europe interviews the Commission about European Capitals of Culture<br \/>\nThis July, the Commission published its proposal for the next European Capitals of Culture-scheme for the years 2020-2033. Culture Action Europe <a href=\"http:\/\/ec.europa.eu\/culture\/our-programmes-and-actions\/capitals\/videos-ecoc-post2019_en.htm\" rel=\"nofollow\" target=\"_blank\">recently interviewed Ann Branch<\/a>, Head of the Culture Programme and Actions Unit, about the main changes in the new proposal that will replace the current one which expires in 2019. The proposal will now be negotiated by the Member States and the European Parliament. As part of the upcoming <a href=\"http:\/\/www.cultureinmotion.eu\/European-Capitals-of-Culture\/index.jsp\" rel=\"nofollow\" target=\"_blank\">Culture in Motion conference<\/a>, the Commission is also organizing a pre-conference on the topic on the 15th of October, including a presentation of the proposal and exchange of experiences between past and future Capitals.<\/p>\n<p style=\"text-align: justify;\">BRUSSELS NEWS \u203a\u203a\u203a<\/p>\n<p style=\"text-align: justify;\">Negotiations on overall EU budget toughen up<br \/>\nA <a href=\"http:\/\/www.cy2012.eu\/index.php\/en\/file\/t4OXQzwQKPz2nxXo9+AUZw\" rel=\"nofollow\" target=\"_blank\">Presidency paper<\/a> on the global EU budget 2014-2020 published in August confirms that there is still no agreement on the overall level of the global budget and affirmed that the total level of expenditure proposed by the Commission will inevitably be cut. The Ministers for European Affairs have decided to hold an <a href=\"http:\/\/www.euractiv.com\/specialreport-budget\/november-summit-focus-long-term-news-514540\" rel=\"nofollow\" target=\"_blank\">extraordinary summit on 22-23 November<\/a> exclusively dedicated to the global EU budget and the Cyprus Presidency have published a new calendar for the negotiations as well as an <a href=\"http:\/\/www.cy2012.eu\/index.php\/en\/file\/JroUgc2DnYL2nxXo9+AUZw==\/\" rel=\"nofollow\" target=\"_blank\">updated version of the &#8220;negotiating box&#8221;<\/a>. The document, outlining the most central issues and policy choices related to the budget, does not yet present any amounts or figures. Figures will not be formally discussed before the General Affairs Council meeting on 20 November. At EP level, the draft interim report on the global EU budget (rapporteurs: Reimer B\u00f6ge, PPE\/Germany and Kalfin Ivailo, S&amp;D\/Bulgaria) was published on 26 September and will be voted on 18 October in the Budget committee. The draft report, contrary to the Council position, strongly rejects any attempt to reduce the level of EU expenditure as proposed by the Commission.<\/p>\n<p style=\"text-align: justify;\">EP position on Creative Europe clarified<br \/>\nOn 8 October, the <a href=\"http:\/\/www.europarl.europa.eu\/committees\/en\/cult\/draft-reports.html?linkedDocument=true&amp;ufolderComCode=CULT&amp;ufolderLegId=7&amp;ufolderId=07914&amp;urefProcYear=&amp;urefProcNum=&amp;urefProcCode=#menuzone\" rel=\"nofollow\" target=\"_blank\">EP\u00a0draft report on the future Creative Europe programme<\/a>\u00a0was presented to the committee on Culture. MEP\u00a0<a href=\"http:\/\/www.europarl.europa.eu\/meps\/en\/96917\/Silvia_COSTA.html\" rel=\"nofollow\" target=\"_blank\">Silvia Costa<\/a>\u00a0(S&amp;D, Italy) drafted the report that, once amended and voted on 18 December, will constitute the EP position on the programme. In line with the Partial general Approach adopted by the Council at its Meeting in early May, the report advocates for a less business-driven programme with a stronger focus on the objectives of social inclusion, audience development and education. Among many others, the concerns expressed by CAE concerning both the excessive role given to the Member States on the implementation of the programme and the inadequate recognition of the role of civil society have been take into account. At Council level, the EU Ministers of Culture will meet on 26-27 November to discuss budgetary issues regarding the programme, although a decision on its final budget will be subject to the state of play of the global EU budget negotiations.<\/p>\n<p style=\"text-align: justify;\">Future cohesion policy: the \u201ctrialogue\u201d negotiations started at EU level<br \/>\nAt EU level, the \u201ctrialogue\u201d consisting of the EC, the EP and the Council started their informal discussions to find a compromise on the future cohesion policy. As a first outcome of these negotiations, the EC published an <a href=\"http:\/\/eur-lex.europa.eu\/LexUriServ\/LexUriServ.do?uri=CELEX:52012PC0496:EN:NOT\" rel=\"nofollow\" target=\"_blank\">amended version of the common provisions for all funds including a new version of the Common Strategic Framework (CSF)<\/a> as an annex. The changes do not concern the content but introduce a shift in the power of decision since the CSF, originally to be adopted as a \u201c<a href=\"http:\/\/www.europarl.europa.eu\/sides\/getDoc.do?pubRef=-\/\/EP\/\/TEXT+IM-PRESS+20100323BKG71187+0+DOC+XML+V0\/\/EN\" rel=\"nofollow\" target=\"_blank\">delegated act<\/a>\u201d by the EC will now be adopted according to the so-called \u201c<a href=\"http:\/\/www.europarl.europa.eu\/aboutparliament\/en\/0080a6d3d8\/Ordinary-legislative-procedure.html\" rel=\"nofollow\" target=\"_blank\">co-decision<\/a>\u201d procedure between the EP and Member States. In the meantime, some Member States and regions started to negotiate their regional programmes for the structural funds, whereas others prefer to wait until the future Cohesion policy has been adopted at EU level. Au programme, des ateliers de d\u00e9fense de la culture bas\u00e9e sur les instruments d\u00e9velopp\u00e9s par la campagne wearemore ainsi qu\u2019une pr\u00e9sentation du projet nordique en cours \u2018we are more \u2013 act for culture in Europe\u2019, men\u00e9 par <a href=\"http:\/\/www.intercult.se\" rel=\"nofollow\" target=\"_blank\">Intercult<\/a>.<\/p>\n<p style=\"text-align: justify;\">Culture Action Europe interview la Commission sur les Capitales europ\u00e9ennes de la Culture<br \/>\nEn juillet dernier, la Commission a publi\u00e9 sa proposition pour les Capitales europ\u00e9ennes de la Culture pour la p\u00e9riode 2020-2033. Culture Action Europe a <a href=\"http:\/\/ec.europa.eu\/culture\/our-programmes-and-actions\/capitals\/videos-ecoc-post2019_en.htm\" rel=\"nofollow\" target=\"_blank\">r\u00e9cemment interview\u00e9 Ann Branch<\/a>, chef d\u2019unit\u00e9 en charge des actions et du programme Culture, \u00e0 propos des principaux changements introduits dans la nouvelle proposition rempla\u00e7ant l\u2019actuelle, qui expire en 2019. La proposition va maintenant \u00eatre n\u00e9goci\u00e9e par les Etats membres et le Parlement europ\u00e9en. Dans le cadre de la <a href=\"http:\/\/www.cultureinmotion.eu\/European-Capitals-of-Culture\/index.jsp\" rel=\"nofollow\" target=\"_blank\">conf\u00e9rence \u00ab Culture in Motion<\/a> \u00bb, la Commission organise aussi une pr\u00e9-conf\u00e9rence sur le sujet le 15 octobre, comprenant une pr\u00e9sentation de la proposition et un \u00e9change d\u2019exp\u00e9rience entre anciennes et futures Capitales.<\/p>\n<p style=\"text-align: justify;\">NOUVELLES DE BRUXELLES \u203a\u203a\u203a<\/p>\n<p style=\"text-align: justify;\">Les n\u00e9gociations autour du budget global de l\u2019EU se durcissent<br \/>\nUn <a href=\"http:\/\/www.cy2012.eu\/index.php\/en\/file\/t4OXQzwQKPz2nxXo9+AUZw\" rel=\"nofollow\" target=\"_blank\">papier publi\u00e9 par la pr\u00e9sidence chypriote<\/a> en aout sur le budget global de l\u2019UE pour 2014-2020 confirme qu\u2019il n\u2019y a pas encore d\u2019accord sur le montant total et affirme que la proposition de la Commission sera n\u00e9cessairement revue \u00e0 la baisse. Les ministres des Affaires europ\u00e9ennes ont d\u00e9cid\u00e9 d\u2019organiser un <a href=\"http:\/\/www.euractiv.com\/fr\/priorites\/un-sommet-extraordinaire-en-nove-news-514543\" rel=\"nofollow\" target=\"_blank\">sommet extraordinaire les 22 et 23 novembre<\/a>, exclusivement d\u00e9di\u00e9 au budget global de l\u2019UE, et la pr\u00e9sidence a publi\u00e9 un nouveau calendrier des n\u00e9gociations et une <a href=\"http:\/\/www.cy2012.eu\/index.php\/en\/file\/JroUgc2DnYL2nxXo9+AUZw==\/\" rel=\"nofollow\" target=\"_blank\">nouvelle version du \u00ab cadre de n\u00e9gociations \u00bb<\/a>. Cela document souligne les sujets centraux et les options politiques qui s\u2019offrent en terme de budget, mais ne pr\u00e9sente aucun montant. Les montants ne seront pas formellement discut\u00e9s avant le Conseil des Affaires G\u00e9n\u00e9rales du 20 novembre. Au niveau du PE, le projet de rapport sur le budget global de l\u2019UE (rapporteurs: Reimer B\u00f6ge, PPE\/Allemagne and Kalfin Ivailo, S&amp;D\/Bulgarie) a \u00e9t\u00e9 publi\u00e9 le 26 septembre et sera vot\u00e9 le 18 octobre en commission budget. Le projet de rapport, contrairement \u00e0 la position du Conseil, rejette fortement toute tentative de r\u00e9duire le niveau des d\u00e9penses de l\u2019UE tel que propos\u00e9 par la Commission.<\/p>\n<p style=\"text-align: justify;\">La position du PE sur Europe Cr\u00e9ative clarifi\u00e9e<br \/>\nLe 8 octobre dernier, le <a href=\"http:\/\/www.europarl.europa.eu\/committees\/fr\/cult\/draft-reports.html?urefProcYear=&amp;ufolderId=07914&amp;ufolderComCode=CULT&amp;linkedDocument=true&amp;ufolderLegId=7&amp;urefProcNum=&amp;urefProcCode=\" rel=\"nofollow\" target=\"_blank\">projet de rapport du PE sur le programme Europe Cr\u00e9ative<\/a> a \u00e9t\u00e9 pr\u00e9sent\u00e9 en commission Culture. La d\u00e9put\u00e9e <a href=\"http:\/\/www.europarl.europa.eu\/meps\/fr\/96917\/SILVIA_COSTA.html\" rel=\"nofollow\" target=\"_blank\">Silvia Costa<\/a> (S&amp;D\/Italie) a r\u00e9dig\u00e9 ce rapport qui, une fois adopt\u00e9 le 18 d\u00e9cembre, constituera la position du PE sur le programme. Tout comme l\u2019Accord Partiel adopt\u00e9 par le Conseil en mai dernier, le rapport demande un programme moins tourn\u00e9 autour du d\u00e9veloppement \u00e9conomique et commercial, avec une attention plus forte apport\u00e9e aux objectifs d\u2019inclusion sociale, de d\u00e9veloppement du public et de l\u2019\u00e9ducation. Les inqui\u00e9tudes exprim\u00e9es par CAE concernant le r\u00f4le excessif jou\u00e9 par les Etats membres dans la mise en place du programme et la reconnaissance trop limit\u00e9e du r\u00f4le jou\u00e9 par la soci\u00e9t\u00e9 civile ont \u00e9t\u00e9 prises en compte. Au niveau du Conseil, les ministres europ\u00e9ens de la Culture se rencontreront les 26 et 27 novembre pour discuter des questions budg\u00e9taires li\u00e9es au programme, bien que toute d\u00e9cision en la mati\u00e8re reste d\u00e9pendante de l\u2019\u00e9tat des n\u00e9gociations autour du budget global de l\u2019UE.<\/p>\n<p style=\"text-align: justify;\">Future politique de coh\u00e9sion: le \u201ctrilogue\u201d des n\u00e9gociations a commenc\u00e9 au niveau europ\u00e9en<br \/>\nAu niveau europ\u00e9en le \u201ctrilogue\u201d, terme d\u00e9signant les discussions informelles entre la CE, le PE et le Conseil, a d\u00e9but\u00e9 afin de parvenir \u00e0 un compromis sur la future politique de coh\u00e9sion. Le premier aboutissement de ces discussions est l\u2019adoption d\u2019une<a href=\"http:\/\/eur-lex.europa.eu\/LexUriServ\/LexUriServ.do?uri=CELEX:52012PC0496:FR:NOT\" rel=\"nofollow\" target=\"_blank\"> version amend\u00e9e des provisions communes \u00e0 tous les fonds afin d\u2019introduire en annexe une nouvelle version du Cadre Strat\u00e9gique Commun (CSC)<\/a>. Les changements ne portent pas tant sur le contenu mais op\u00e8re un glissement de pouvoir concernant le mode d\u2019adoption du texte, puisque le CSC qui devait \u00e0 l\u2019origine \u00eatre adopt\u00e9e par la Commission comme \u00ab <a href=\"http:\/\/www.europarl.europa.eu\/sides\/getDoc.do?type=IM-PRESS&amp;reference=20100323BKG71187&amp;language=FR\" rel=\"nofollow\" target=\"_blank\">acte d\u00e9l\u00e9gu\u00e9 <\/a>\u00bb sera maintenant adopt\u00e9 par la proc\u00e9dure de \u00ab <a href=\"http:\/\/www.europarl.europa.eu\/aboutparliament\/fr\/0080a6d3d8\/Ordinary-legislative-procedure.html\" rel=\"nofollow\" target=\"_blank\">cod\u00e9cision<\/a> \u00bb impliquant le PE et le Conseil. En parall\u00e8le, certains \u00c9tats membres et certaines r\u00e9gions ont commenc\u00e9 \u00e0 n\u00e9gocier leurs programmes r\u00e9gionaux d\u2019utilisation des fonds structurels alors que d\u2019autres pr\u00e9f\u00e8rent attendre que la politique de coh\u00e9sion soit d\u00e9finitivement adopt\u00e9e au niveau europ\u00e9en.
